AMENDMENTS TO FISCAL YEAR 2025 ADOPTED OPERATING BUDGET (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a “project” subject to the California\nEnvironmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 21065 and within the meaning of\nSection 15378(b);\n(2) Approve amending the Fiscal Year 2025 (FY 2025) Adopted Operating Budget as detailed in the\nagenda report and increasing the Citywide total Full-Time Equivalents (FTEs) by 3.3 permanent FTEs and\n1.0 limited-term FTE; and\n(3) Authorize the City Manager to enter into an agreement with the State of California Office of Traffic\nSafety for acceptance of the Selective Traffic Enforcement Program (STEP) and the Project Safe\nNeighborhoods Grant funds (in connection with Item #5 in the agenda report).

PUBLIC SAFETY COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A PURCHASE\nORDER WITH RECONVIEW LLC FOR THE PURCHASE OF A MOBILE OBSERVATION TOWER\nFOR AN AMOUNT NOT-TO-EXCEED $400,507 WHICH INCLUDES A BASE AMOUNT OF $385,507 AND\nA CONTINGENCY OF $15,000 TO PROVIDE FOR ANY NECESSARY CHANGE ORDERS\nPolice Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption\nset forth in State CEQA Guidelines Section 15061(b)(3) that CEQA only applies to projects that may have\na significant effect on the environment; and\n(2) Authorize the City Manager to enter into a purchase order with Reconview LLC as the lowest and\nbest bidder, in response to specifications for a mobile observation tower in an amount not-to-exceed\n$400,507, which includes a base contract amount of $385,507 and a contingency of $15,000 to provide for\nany necessary change orders.

PUBLIC SAFETY COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT\nBASED ON COMPETITIVE SELECTION WITH INTER-CON SECURITY GROUP SYSTEMS INC.,\nFOR SUPPLEMENTAL TRAFFIC CONTROL SERVICES AT THE ANNUAL NEW YEAR’S ROSE\nPARADE FOR THREE YEARS IN AN AMOUNT NOT-TO-EXCEED $180,000 WITH TWO ONE-YEAR\nOPTIONAL EXTENSIONS FOR A TOTAL OF $300,000 FOR FIVE YEARS (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is exempt from the California Environmental Quality\nAct (“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3); the “Common Sense” exemption that\nCEQA only applies to projects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract, based on a competitive selection process\npursuant to Pasadena Municipal Code Section 4.08.047, with Inter-Con Security Systems Inc., for\nsupplemental traffic control and security services at the annual New Year’s Rose Parade for three years in\nan amount not-to-exceed $180,000 with the option of two one-year extensions, subject to the approval of\nthe City Manager, for a total of $300,000 for five years.\nCity Council

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A METRO-APPROVED\nAGREEMENT WITH THE CITY OF SAN MARINO TO EXCHANGE $750,000\nOF PASADENA’S GENERAL FUND DOLLARS CURRENTLY DEDICATED TO TRANSIT SERVICES\nFOR $1,000,000 OF THE CITY OF SAN MARINO’S PROPOSITION A LOCAL RETURN DOLLARS\n(Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is covered by the “Common Sense” exemption set\nforth in the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) as CEQA only\napplies to projects that may have a significant effect on the environment;\n(2) As allowed by the Los Angeles County Metropolitan Transportation Authority Proposition A and\nProposition C Local Return Guidelines, Authorize the City Manager to execute a one-time agreement with the\nCity of San Marino to exchange $750,000 of Pasadena’s General Fund dollars currently dedicated for\ntransit services for $1,000,000 of San Marino’s Proposition A Local Return dollars to be used for Proposition\nA eligible transit operations, programs, and projects in Pasadena. Neither Competitive Bidding nor\nCompetitive Selection are required pursuant to City Charter Section 1002(H) and Pasadena Municipal Code\nSection 4.08.049(A)(3), contracts with other governmental entities;\n(3) Appropriate $750,000 from the General Fund portion of the available fund balance in Transit Fund\n(209) for the City’s portion of the fund exchange;\n(4) Increase revenue by $1,000,000 in Proposition A Local Return Fund (208) for the City of San\nMarino’s portion of the fund exchange; and\n(5) Transfer $750,000 from the available fund balance in Proposition A Local Return Fund (208) to\nTransit Fund (209) for the City’s receiving fund to reimburse the donating fund and authorize staff to make\nnecessary adjustments to the budget.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A COOPERATIVE\nAGREEMENT WITH LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION\nAUTHORITY IDENTIFYING ROLES AND RESPONSIBILITIES RELATED TO THE DESIGN AND\nCONSTRUCTION OF THE NORTH HOLLYWOOD TO PASADENA BUS RAPID TRANSIT\nPROJECT AND RECEIVE REIMBURSEMENT OF UP TO $925,000 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project that is subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378, and as such, no environmental document pursuant to CEQA\nis required;\n(2) Authorize the City Manager to enter into a Cooperative Agreement with Los Angeles County\nMetropolitan Transportation Authority to identify the design and construction roles and responsibilities related to\nthe North Hollywood to Pasadena Bus Rapid Transit Project and receive reimbursement of up to $925,000\nthrough the life of the project; and\n(3) Amend the Fiscal Year 2025 Department of Transportation Budget by increasing revenue and\nexpenses to the General Fund Project Fund (105) by $348,000 for the Metro North Hollywood to Pasadena Bus\nRapid Transit Project.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH\nCALTRANS TO RECEIVE $2.5 MILLION IN CARBON REDUCTION PROGRAM FUNDING\nFOR ZERO-EMISSION BUS PURCHASES AND AMEND THE CAPITAL IMPROVEMENT PROGRAM\nBUDGET (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report is covered by the “Common Sense”\nexemption set forth in State CEQA Guidelines Section 15061(b)(3) that CEQA only applies to projects which\nhave the potential for causing a significant effect on the environment;\n(2) Authorize the City Manager or his designee to enter into an agreement with Caltrans to receive\ngrant funding from the Carbon Reduction Program in the amount of $2,500,000 for zero-emission bus\npurchases and execute any subsequent agreements regarding this grant award;\n(3) Appoint the Director of Transportation as the City’s designated agent for the on-going\nadministration and management of all documentation required by Caltrans pursuant to the grant; and\n(4) Amend the City’s FY2025 Capital Improvement Program Budget to recognize and appropriate\n$2,500,000 in grant funding for the Purchase of Replacement Transit Vehicles and Expansion Fixed-Route\nTransit Vehicles project (75085).

FINANCE COMMITTEE: ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE\nALL AGREEMENTS FOR THE RECEIPT OF $253,882 LOW CARBON TRANSIT OPERATIONS\nPROGRAM FUNDS AND AMEND THE CITY’S BUDGET TO RECEIVE AND EXPEND FUNDS FOR\nZERO-EMISSION VEHICLES AND BUS STOP ENHANCEMENTS (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is categorically exempt from the California\nEnvironmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15301, Existing Facilities\n(Class 1);\n(2) Adopt a resolution authorizing the City Manager or his designee to enter into an agreement with\nCalifornia Department of Transportation to receive grant funding for the Low Carbon Transit Operations\nProgram for zero-emission vehicles and bus stop enhancements in the amount of $253,882 and execute\nany subsequent agreements regarding this grant award including the Certifications and Assurances and\nAuthorized Agent Forms required; and\n(3) Amend the FY 2025 Department of Transportation’s Operating Budget by recognizing $253,882 of\nLow Carbon Transit Operations Program funding as detailed in the fiscal impact section.\nRESOLUTION

FINANCE COMMITTEE: APPROVE KEY BUSINESS TERMS OF AN AFFORDABLE HOUSING LOAN\nAGREEMENT WITH HHP-WALNUT, LLC FOR A SHORT-TERM CITY CONSTRUCTION LOAN IN\nAN AMOUNT NOT-TO-EXCEED $3,250,000 IN BURBANK-GLENDALE-PASADENA REGIONAL\nHOUSING TRUST FUNDS FOR AN AFFORDABLE HOUSING PROJECT AT 1878 E. WALNUT\nSTREET AND AMENDMENTS TO THE HOUSING DEPARTMENT’S FISCAL YEAR 2025 OPERATING\nBUDGET (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California\nEnvironmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 21065 and within the meaning of\nSection 15378(b);\n(2) Approve certain key business terms, as described in the agenda report, of the proposed Affordable\nHousing Loan Agreement with HHP-WALNUT, LLC in connection with the development of an affordable\nhousing project at 1878 E. Walnut Street (the “Project”);\n(3) Authorize the City Manager to execute any and all documents necessary to effectuate the staff\nrecommendation, including a funding agreement with the Burbank-Glendale-Pasadena Regional Housing Trust\nfor a funding award in the amount of $3,250,000, which is designated to support the Project; and\n(4) Amend the Housing Department’s Fiscal Year (FY) 2025 Operating Budget by recognizing revenue\nand appropriating $3,250,000 in the Other Housing Funds (Fund 238).
