8. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 (ARPA)\nRELIEF FUNDS – F2M21-67, M2M24-171\nOn January 24, 2022, January 17, 2023, July 24, 2023, and June 24, 2024, the City\nCouncil amended the ARPA Plan to allocate funds for various critical needs. This included\naddressing deferred maintenance for City buildings and facilities; replacing aging City\nequipment; and modernizing technology systems. City staff are currently managing the\nCity’s ARPA projects, utilizing cost savings, closing inactive projects, and seeking\nalternative funding for any price escalations. As the Treasury’s deadline of December 31,\n2024 approaches for encumbering ARPA funds, staff has reviewed the ARPA project\nlistings and closed all inactive projects. Staff recommends reallocating $129,740 in\nunspent funds to the Dog Park project, increasing its total allocation to $729,740. This\naction ensures that the funds are utilized effectively and prevents any potential return to\nthe federal government. Staff further requests the Council direct the Finance Director to\nmake the necessary budget adjustments for all approved ARPA funds and utilize savings\nfrom completed ARPA projects to offset any overages from current or backup projects.\nRecommended Action: City Council approve the amended American Rescue Plan\nFunds (ARPA) plan as outlined in the Director of Finance’s September 23, 2024 report;\nauthorize the Finance Director to amend the ARPA budget for all approved ARPA funds\nand utilize savings to offset overages within current or backup ARPA projects; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.
