EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) – F2M5-41,\nN2M24-85, M2M24-168\nThis is the time and place set by Notice No. N2M24-85 for the City Council to hold a public\nhearing to receive community input concerning the use of funds received under the United\nStates Department of Justice, Bureau of Justice Assistance Edward Byrne Memorial\nJustice Assistance Grant (JAG) Program. The 2024 JAG funds will be used to outfit a\nsergeant vehicle with modernized police technology to be utilized in emergent situations.\nThe grant guidelines require the City conduct a public hearing to receive community input\nconcerning the use of funds, and approval of the application and pertinent requirements.\nOnce the City Council designates the Chief of Police as the JAG Grant Administrator, the\nChief of Police, or his designee, will be responsible for the distribution of funds, monitoring\nthe award and submitting the required reports.\nRecommended Action: After receiving public testimony, the Mayor should close the\npublic hearing and the Council should adopt Minute Order No. M2M24-168 as follows:\nRESOLVED by the Alhambra City Council that this Council hereby\nauthorizes the City Manager, or her designee, to apply for United States\nDepartment of Justice, Bureau of Justice Assistance -- Edward Byrne\nMemorial Justice Assistance Grant (JAG) Program funds in the amount of\n$11,284.00 and appropriates funds in the amount of $11,284.00 in FY\n2024-25 upon grant award; and,\nBE IT FURTHER RESOLVED by the Alhambra City Council that this\nCouncil hereby ratifies the action of the City Manager in designating the\nChief of Police or Designee as the administrator for said Grant.

AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nWATER MAIN REPLACEMENT PROJECT ON CONCORD AVENUE, LA PALOMA\nAVENUE AND MERIDIAN AVENUE – F2M24-63, RFP2M24-22\nThe Utilities Department regularly installs water mains to replace aging pipelines and to\nimprove system reliability and water quality. The four-inch cast iron water main pipes on\nLa Paloma Avenue between Main Street and Concord Avenue and on Meridian Avenue\nbetween Main Street and Concord Avenue were installed in 1922. The six-inch cast iron\nwater main pipe on Concord Avenue between Orange Grove Avenue and La Paloma\nAvenue was installed in 1923.The water main pipes have a history of breaks. These water\nmain lines should be replaced and would greatly improve flow and firefighting capabilities\nin an emergency. This project replaces the existing four-inch and six-inch cast iron water\nmains with new 8-inch ductile iron water mains.\nRecommended Action: City Council approve the distribution of a Request for\nProposals for Professional Engineering Design Services for the Water Main Replacement\nProject on Concord Avenue, La Paloma Avenue, and Meridian Avenue with proposals due\nno later than 4:00 p.m. on Thursday, October 24, 2024; and, direct staff to undertake the\nsteps necessary to finalize the Council’s action.

REJECT BIDS RECEIVED AND AUTHORIZE A NEW NOTICE INVITING BIDS FOR\nTHE DESIGN AND PURCHASE OF ALHAMBRA PLACEMAKING SIGNAGE – F2M24-\n51, N2M24-89, N2M24-117, M2M24-172\nOn July 22, 2024, the City Council approved the circulation of a Notice Inviting Bids for\nthe Design and Purchase of Alhambra Placemaking Signage. On August 15, 2024, the\nCity Clerk opened the two bids received. The lowest bid did not demonstrate that it would\nprovide contract work that amounted to at least 51 percent of the contract price. The\nsecond bid far exceeded the project budget. Therefore, staff is recommending rejecting\nboth bids received for this project. Specifications and bid documentation for the Design\nand Purchase of Alhambra Placemaking Signage will be recirculated and made available\non the City’s website and at the Office of the City Clerk. Bids will be due no later than\n10:30 a.m. on November 7, 2024 in the office of the City Clerk and will be publicly opened\nat 11:00 a.m. that same day.\nRecommended Action: City Council reject the bids received in response to Notice\nInviting Bids N2M24-89 for the Design and Purchase of Alhambra Placemaking Signage;\nauthorize a new Notice Inviting Bids for the Design and Purchase of Alhambra\nPlacemaking Signage (N2M24-117); and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. CONTRACT AMENDMENT: ARCHITECTURAL SERVICES FOR THE ALHAMBRA\nCOMMUNITY CENTER – F2M22-65, C2M23-66, M2M24-173\nOn July 24, 2023, the City Council authorized an agreement with KFA LLP to provide\nprofessional architecture services for the design and development of the Alhambra\nCommunity Center. KFA’s original scope of work included the demolition of the existing\nShorb Street Medical Clinic building and the construction of an entirely new 25,000 square\nfoot Alhambra Community Center building. The contract was amended on July 22, 2024\nto address tasks that were not associated with the original scope of work. A second\namendment is needed for scope changes that require the design of the 9,000 square foot\nadaptive reuse building and the design of three different sized community centers. The\ndesigns include a 17,000 square foot building to complete construction documents and\ndevelopment designs to expand the building to 21,000 and 25,000 square feet. The 9,000\nsquare foot adaptative reuse introduces analysis and complexity that requires specialized\ndesign approaches distinct from those required for a new construction building. No\nadditional budget is necessary to fund the additional services. Accordingly, this\namendment requests an additional $258,210 which results in a new total contract not to\nexceed $1,867,835.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, by and between the City of\nAlhambra and KFA LLP., for professional architecture services associated with the\nredesign of the Alhambra Community Center to add a not to exceed sum of $258,210 to\nKFA’s current contract; and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action. AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN AND CONSTRUCTION\nSERVICES FOR THE SEWER MAIN REPLACEMENT PROJECT ON GLENAVEN\nAVENUE, ORANGE GROVE AVENUE, MIDWICK DRIVE, LA GOLONDRINA AVENUE\nAND ROSS AVENUE – F2M24-64, RFP2M24-23\nThe Sewer Master Plan identified the Sewer Replacement Project on Glenaven Avenue\n(from Glen View Dr. to Orange Grove Ave.), Orange Grove Avenue (from Glenaven Ave.\nto Midwick Dr.), Midwick Drive (from Orange Grove Ave. to West of Ramona Terrace),\nand at La Golondrina Avenue, and Ross Avenue as deficient in capacity. The existing 12-\ninch pipe is expected to be surcharged during existing and ultimate peak wet weather\nconditions. A portion will be surcharged during existing and ultimate peak dry weather\nconditions. The Master Plan recommends replacement of the existing sewer main with a\nlarger diameter sewer main. As part of the City of Alhambra’s ongoing Capital\nImprovement Program, this project will provide engineering design, plans, and preparation\nof bid specifications for the replacement of approximately 2,525 feet of existing 12-inch\nsewer main with a larger capacity sewer main.\nRecommended Action: City Council approve the distribution of a Request for\nProposals (RFP) for Professional Engineering Design and Construction Services for the\nSewer Replacement Project on Glenaven Avenue, Orange Grove Avenue, Midwick Drive,\nLa Golondrina Avenue and Ross Avenue, with project proposals due no later than 4:00\np.m. on Thursday, October 24, 2024; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.

APPROVE MOU: MTA - NATIONAL TRANSIT DATABASE – F2M3-72, C2M24-57,\nM2M24-174\nStaff requests that the City Council approve a Memorandum of Understanding (MOU) for\ncollecting and reporting Alhambra ridership data for the National Transit Database for the\nreporting years 2020 and 2021. The City of Alhambra is required to approve the MOU\nbetween Los Angeles County Metropolitan Transportation Authority (LACMTA) and the\nCity and submit an invoice to the MTA prior to June 30, 2025 in order to receive payment.\nRecommended Action: City Council approve a Memorandum of Understanding\n(MOU), subject to final language approval by the City Manager and City Attorney by and\nbetween the City of Alhambra and the Los Angeles County Metropolitan Transportation\nAuthority for collecting and reporting data for the National Transit Database for the Report\nYear 2020 and 2021; direct the Director of Finance to invoice LACMTA in the amount of\n$227,468 for the 2019-20 Reporting Year and $260,493 for the 2020-2021 Reporting Year\nonce the MOU is executed; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action. NOTICE OF COMPLETION: ALMANSOR GYMNASIUM WINDOW REPLACEMENT\nPROJECT – F2M23-77, C2M24-11, M2M24-175\nOn February 26, 2024, the City Council awarded contract C2M24-11 to First Trade LLC\n(dba YMC) for $249,500 for the Almansor Gymnasium Window Replacement Project.\nThere were two change orders to the project. The change orders included: Removal of a\nline to no longer include the Activity Room windows and Tinted glass for the north side\nwindows and frosted glass for the ground level windows. The change orders total a\nreduction of $20,165, which brings the contract to $229,335. Staff has inspected this\nproject, and all work has been completed in accordance with the City’s requirements and\nspecifications. As such, it would be appropriate for the City Council to accept this project\nas complete.\nRecommended Action: City Council accept the work of First Trade LLC (dba YMC)\nfor the Almansor Gymnasium Window Replacement Project as complete in the amount of\n$229,335; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; instruct the Finance Director to release the 5 percent retention 35\ndays from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. AWARD CONTRACT: PROFESSIONAL ELECTRICAL AND HVAC SERVICES –\nF2M24-60, N2M24-103, C2M24-58, M2M24-176\nOn August 26, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the Professional Electrical and HVAC Services to Maintain Park Facilities. On\nSeptember 12, 2024, the City Clerk received two bids for the Project. The bids were: J.G.\nMendoza Electric, Inc. ($72,850.00) and Baker Electric, Inc. ($148,250.00). The bid\nreceived from J.G. Mendoza Electric is the lowest responsive bid. Staff reviewed the bid\nsubmitted by J.G. Mendoza Electric, Inc., and found it to be in full compliance and\nconformance with the project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproved by the City Manager and City Attorney, to J.G. Mendoza Electric, Inc. in\nan amount not to exceed $72,850.00 for Professional Electrical and HVAC Services\nto maintain park facilities; and, direct staff to undertake the steps necessary to finalize\nthe Council’s action. HUD 2023-2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION\nREPORT (CAPER) – F2M7-84, M2M24-177\nEach year, the City of Alhambra is required by the Department of Housing and Urban\nDevelopment to prepare a “Performance Report” for the CDBG and HOME programs.\nThis report covers the previous fiscal year’s activities and expenditures. The report also\nhighlights the accomplishments of the year and how the City is achieving progress with\nrespect to the community development goals and objectives outlined in the One-Year\nAction Plan and the Five-Year Consolidated Plan. Staff requests that the City Council\napprove the 2023-2024 Consolidated Annual Performance and Evaluation Report\n(CAPER) and direct staff to submit the report to the U.S. Department of Housing and\nUrban Development (HUD).\nRecommended Action: City Council approve the 2023-2024 Consolidated Annual\nPerformance and Evaluation Report (CAPER) and direct staff to submit the report to HUD\nas required. AWARD CONTRACT: SEWER MAIN REPLACEMENT PROJECT ON ALMANSOR\nSTREET – F2M24-52, N2M24-92, C2M24-59, M2M24-178\nOn July 22, 2024, the City Council approved the distribution of Notice Inviting Bids for the\nSewer Main Replacement Project on Almansor Street. On September 12, 2024, bids were\nopened by the City Clerk. Ten bids were received, which ranged from a base bid amount\nof $219,579.00 to $534,164.00. GRBCON Inc. submitted the lowest qualified bid at\n$219,579.00. Staff reviewed the bid submitted by GRBCON Inc., and found it to be in full\ncompliance and conformance with the project’s specifications. The Project will remove\nthree manholes, construct two new manholes, and replace approximately 292 linear feet\nof existing sewer main in Almansor Street, from Woodward Avenue to 115 Almansor\nStreet (south of Lindaraxa Park) at a new vertical grade.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nGRBCON Inc, for the Sewer Main Replacement Project on Almansor Street in an amount\nnot to exceed $219,579.00; determine the Sewer Main Replacement Project on Almansor\nStreet categorically exempt from California Environmental Quality Act (CEQA) pursuant\nto CEQA Guidelines Section 15301 (b); and, direct staff to undertake the steps necessary\nto finalize the Council’s action. AWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nFY 2024-2025 SB1 STREET REHABILITATION PROJECT – F2M24-45, RFP2M24-12,\nC2M24-60, M2M24-179\nOn June 24, 2024, the City Council authorized the distribution of a Request for Proposals\nfor Engineering Design Services for the completion of Plans-Specifications and Cost\nEstimates for the FY 2024-25 SB1 Street Rehabilitation Project. Five proposals were\nreceived. Staff reviewed and evaluated the responding proposals and found the proposal\nsubmitted by West & Associates Engineering Inc. conforms to the RFP and received the\nhighest rating. Consultants were rated on proposal format, understanding of work,\nexperience with similar kind of work, qualifications of staff and performance on previous\nprojects. Once the plans are complete, a request for Notice Inviting Bids for the\nconstruction phase of the project will be presented to City Council for consideration.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to West & Associates Engineering Inc. in\nthe amount of $246,000.00 for Professional Engineering Design Services for Plans,\nSpecifications and Cost Estimate for the FY 2024-25 SB1 Street Rehabilitation Project;\nand, direct staff to undertake the steps necessary to finalize the Council’s action. EARTHQUAKE SAFETY AND ALHAMBRA EMERGENCY OPERATIONS\nAFTER AN EARTHQUAKE – F2M24-16\nAt their August 26, 2024 meeting, Council requested an informational presentation\nregarding earthquake safety and preparedness. Staff will present to the Council\ninformation regarding the City’s actions/response as well as community expectations after\nan earthquake. Information will also be presented regarding the City’s Community\nEmergency Response Team (CERT) Program and upcoming Safety Fair.\nRecommended Action: City Council receive and file this informational report.

AWARD CONTRACT: ALMANSOR PARK GYMNASIUM EXTERIOR PAINTING\nPROJECT – F2M24-59, N2M24-102, C2M24-61, M2M24-180\nOn August 26, 2024, the City Council approved the distribution of a Notice Inviting Bids\nfor the Almansor Park Gymnasium Exterior Painting Project. On September 12, 2024, the\nCity Clerk received nine bids for the Project ranging from $97,800 (Tom’s Construction\nInc.) to $281,115 (Ambit Construction & Design, Inc.). The bid received from Tom’s\nConstruction Inc. is the lowest responsive bid. Staff reviewed Tom’s Construction’s bid\nand found it to be in full compliance and conformance with the Project’s specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Tom’s Construction Inc. in the amount\nof $97,800.00 for the Almansor Park Gymnasium Exterior Painting Project; and, direct\nstaff to undertake the steps necessary to finalize Council’s action. RESOLUTION APPROVING A SECOND SIDE LETTER AGREEMENT AMENDING\nTHE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF\nALHAMBRA AND THE ALHAMBRA FIREFIGHTERS’ ASSOCIATION AND\nAPPROVING A REVISED CLASS SPECIFICATION FOR FIRE ENGINEER – F2M24-2,\nR2M24-44, C87-16B, M2M24-181\nPreviously, the City Council approved a MOU and a Side Letter Agreement between the\nCity and the Alhambra Firefighters’ Association (AFA). On August 28, 2024, City staff and\nAFA representatives met and conferred and reached agreement on items related to\nprobationary period for lateral firefighter paramedics and temporary overstaff/overhire of\nfirefighter paramedics as more specifically outlined in the September 23, 2024 report by\nthe Director of Human Resources and Risk Management. Additionally, agreement was\nreached regarding a revision to the class specification for Fire Engineer. Staff requests\nthat the City Council adopt a resolution to approve the Second Side Letter with AFA and\nthe revised Fire Engineer class specification and to direct staff to take the necessary\nactions to implement the approval of the Second Side Letter and revised class\nspecification.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-44 entitled: A Resolution of the Alhambra City Council approving a Second\nSide Letter of Agreement amending the Memorandum of Understanding between the City\nof Alhambra and the Alhambra Firefighters’ Association and approval of a revised Class\nSpecification for Fire Engineer; 2) Approve a revised Class Specification for Fire Engineer;\n3) Direct the Finance Director to make necessary budget adjustments with the Fiscal Year\n2023-2025 Adopted Budget to fund the changes as proposed within the Second Side\nLetter Agreement with AFA; and, 4) Direct staff to undertake the steps necessary to finalize\nCouncil’s action. CONTRACT AMENDMENT: CUSTODIAL SERVICES FOR ALHAMBRA CITY HALL,\nALHAMBRA POLICE DEPARTMENT, ALHAMBRA CIVIC CENTER LIBRARY, FIRE\nSTATION 71 & VARIOUS CITY FACILITIES – F2M22-45, C2M22-41, M2M24-182\nThe City entered into a three-year contract with Commercial Building Management\nServices for custodial services on July 1, 2022. Amendment No. 1 was issued and\nbecame effective on October 23, 2023, amending the services being rendered at certain\nParks and Recreation facilities. There was no change to the fee as part of this amendment,\nand all provisions remained unchanged. On September 3, 2024, the City received a\nNotification of Sale letter from Commercial Building Management Services. The letter\nstates the owner is retiring and the sale of the company to Commercial Building\nManagement, CBM. Incorporated, will become effective on October 1, 2024. As a result\nof the name change, it is appropriate to amend the existing contract.\nRecommended Action: City Council approve a contract amendment to Contract No.\nC2M22-41, subject to final language approval by the City Manager and the City Attorney,\nfor custodial services to change the company name from Commercial Building\nManagement Services to Commercial Building Management, CBM. Incorporated; and,\ndirect staff to undertake the steps necessary to finalize the Council’s action. (M2M24-182)

NOTICE INVITING BIDS: PURCHASE OF ONE FULLY ELECTRIC DUMP TRUCK FOR\nTHE PUBLIC WORKS DEPARTMENT – F2M24-6A, N2M24-119\nStaff from the Public Works and Utilities Department use vehicles and equipment daily to\nmaintain the City’s infrastructure and provide critical services to the residents of Alhambra.\nThe dump truck to be replaced has been in service for over 23 years and is diesel-\npowered. Maintenance and repairs exceeded the vehicle's value, and the truck has\nreached the end of its expected useful life. The City of Alhambra is working to meet\nCalifornia's stringent regulations in place under the California Air Resources Board\n(CARB) to reduce emissions from diesel engines. Public agencies and cities must comply\nwith rules that require the reduction of harmful pollutants, which can be achieved through\ncleaner technologies or the retrofitting of existing diesel equipment. Specifications have\nbeen prepared, reviewed and approved for the purchase of a new electric dump truck. The\nNotice of Inviting Bids will be made available on the City’s website and at the office of the\nCity Clerk.\nRecommended Action: City Council authorize the circulation of a Notice Inviting\nBids for the purchase of an electric dump truck, with bids due no later than 10:30 a.m. on\nOctober 17, 2024; and, direct staff to undertake the steps necessary to finalize Council’s\naction.

HOME OCCUPATION PERMITS – F2M24-16\nAt the June 24, 2024 meeting the City Council requested information regarding home\noccupation permits to discuss whether or not changes were needed to the existing code.\nStaff will present information regarding home occupation permit forms; current regulations;\ntypes of home occupations currently allowed; mobile business licenses; and, cottage food\noperations/home kitchens. At this time, following a review of the newly adopted codes,\nand considering neighborhood impacts, staff does not recommend any changes to home\noccupation regulations.\nRecommended Action: Receive and file or direct staff as deemed appropriate.\nCONSENT AGENDA (Item Nos. 4 – 26)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

4. FIRST READING OF AN ORDINANCE ADDING CHAPTER 5.92 TO THE ALHAMBRA\nMUNICIPAL CODE TO ESTABLISH REGULATIONS FOR SHORT-TERM RENTALS –\nF2M18-35, F2M24-33, O2M24-4836\nOn August 26, 2024, the City Council considered an amendment to the Alhambra\nMunicipal Code to include new regulations for short-term rentals (STRs). Following the\npresentation and public comment, the Council provided additional direction to add the\nfollowing additional regulations: 1) Host: Host will be defined as a natural person or\npersons who are the owner of record on a property as illustrated on a deed or legal\ndocument. 2) Eligibility: Types of dwelling units that are eligible to be used as short-term\nrentals are single family residences, duplexes, condominiums, townhomes and multi-\nfamily rental units in buildings of less than 5 units total. 3) Building Inspection Report:\nInspections for all units were not feasible because of the amount of time needed. In lieu\nof an inspection, a building inspection report will be required to be submitted to the City\nannually to self-certify that the unit complies with regulations. Staff will be available to\nconduct inspections on a case-by-case basis. 4) Cap on STR Permits: A maximum\nnumber of short-term permits will be capped at 500. 5) Occupancy Limits: The maximum\nnumber of occupants for a short-term rental remain as originally proposed because an\noccupancy limit would be unfeasible on properties with more than three bedrooms. ACCEPT CALIFORNIA LIBRARY SERVICES ACT (CLSA) DISTRIBUTED FUNDS\nFROM THE SOUTHERN CALIFORNIA LIBRARY COOPERATIVE (SCLC) FOR\nELECTRONIC RESOURCES AND APPROPRIATE FUNDS – F2M24-17, M2M24-169\nDuring the May 29, 204 meeting of SCLC, the administrative council voted to approve\n$365,773 in CLSA roll over funds to be allocated as one-time distribution to SCLC member\nlibraries to use on electronic resources. Based on a population-based formula, Alhambra’s\ndistribution is $6,428. These funds will be utilized to the Overdrive/Libby platform to\npurchase e-books and e-audiobooks for the Library’s digital collection and is intended for\npublic use. The funds will be expended in FY 2024-2025.\nRecommended Action: City Council accept $6,428 from the Southern California\nLibrary Cooperative for the California Library Services Act fund distribution; appropriate\nrevenue and expenditure funds in the amount of $6,428; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. ACCEPT GRANT: OFFICE OF TRAFFIC SAFETY (OTS) – SELECTIVE TRAFFIC\nENFORCEMENT PROGRAM – F2M24-18, M2M24-170\nStaff requests that the City Council authorize staff to accept the Office of Traffic Safety\ngrant in the amount of $148,000. The goal of the Office of Traffic Safety is to reduce the\nnumber of individuals killed or injured in crashes involving alcohol or other primary collision\nfactors through grant funding for local law enforcement agencies. The Alhambra Police\nDepartment intends to utilize the funding for the FY 2024-2025 Selective Traffic\nEnforcement Program to enhance community safety through various enforcement and\neducation programs. Such programs and services will include: DUI enforcement,\nawareness and education programs; bicycle and pedestrian safety enforcement and\neducation; participation in programs such as National Walk to School Day, National\nHighway Traffic Safety Administration Winter & Summer Mobilizations, National Bicycle\nSafety Month, National Teen Driver Safety Week, National Distracted Driving Awareness\nMonth, National Motorcycle Safety Month, National Child Passenger Safety Week, and\nCalifornia’s Pedestrian Safety Month.\nRecommended Action: City Council accept the Office of Traffic Safety Grant in the\namount of $148,000.00; authorize the Chief of Police to enter into a contract with the Office\nof Traffic Safety for grant implementation; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. RESOLUTION EXTENDING THE CITY OF ALHAMBRA’S OFFICIAL WELCOME AND\nGREETINGS TO THE HONORABLE SHINICHI NAKASHIGE, MAYOR, AND\nMUNICIPAL GOVERNMENT DELEGATION OF KIRISHIMA CITY – SISTER CITY TO\nTHE CITY OF ALHAMBRA – F2M7-80, R2M24-43\nIn 2007, at the initiative of former Councilmember Gary Yamauchi, the City of Alhambra\nestablished a Sister City relationship between the City of Alhambra and Kirishima City,\nJapan. At the July 22, 2024 City Council meeting, Councilmember Maloney requested the\nCouncil’s support to bring forward a resolution to officially welcome current Mayor of\nKirishima City, the Honorable Shinichi Nakashige, and the Municipal Government\nDelegation from Kirishima City who will be visiting the City of Alhambra on October 25,\n2024. AMENDED PLAN FOR USE OF AMERICAN RESCUE PLAN ACT OF 2021 (ARPA)\nRELIEF FUNDS – F2M21-67, M2M24-171\nOn January 24, 2022, January 17, 2023, July 24, 2023, and June 24, 2024, the City\nCouncil amended the ARPA Plan to allocate funds for various critical needs. This included\naddressing deferred maintenance for City buildings and facilities; replacing aging City\nequipment; and modernizing technology systems. City staff are currently managing the\nCity’s ARPA projects, utilizing cost savings, closing inactive projects, and seeking\nalternative funding for any price escalations. As the Treasury’s deadline of December 31,\n2024 approaches for encumbering ARPA funds, staff has reviewed the ARPA project\nlistings and closed all inactive projects. Staff recommends reallocating $129,740 in\nunspent funds to the Dog Park project, increasing its total allocation to $729,740. This\naction ensures that the funds are utilized effectively and prevents any potential return to\nthe federal government. Staff further requests the Council direct the Finance Director to\nmake the necessary budget adjustments for all approved ARPA funds and utilize savings\nfrom completed ARPA projects to offset any overages from current or backup projects.\nRecommended Action: City Council approve the amended American Rescue Plan\nFunds (ARPA) plan as outlined in the Director of Finance’s September 23, 2024 report;\nauthorize the Finance Director to amend the ARPA budget for all approved ARPA funds\nand utilize savings to offset overages within current or backup ARPA projects; and, direct\nstaff to undertake the steps necessary to finalize the Council’s action.
