19. AWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nFY 2024-2025 SB1 STREET REHABILITATION PROJECT – F2M24-45, RFP2M24-12,\nC2M24-60, M2M24-179\nOn June 24, 2024, the City Council authorized the distribution of a Request for Proposals\nfor Engineering Design Services for the completion of Plans-Specifications and Cost\nEstimates for the FY 2024-25 SB1 Street Rehabilitation Project. Five proposals were\nreceived. Staff reviewed and evaluated the responding proposals and found the proposal\nsubmitted by West & Associates Engineering Inc. conforms to the RFP and received the\nhighest rating. Consultants were rated on proposal format, understanding of work,\nexperience with similar kind of work, qualifications of staff and performance on previous\nprojects. Once the plans are complete, a request for Notice Inviting Bids for the\nconstruction phase of the project will be presented to City Council for consideration.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to West & Associates Engineering Inc. in\nthe amount of $246,000.00 for Professional Engineering Design Services for Plans,\nSpecifications and Cost Estimate for the FY 2024-25 SB1 Street Rehabilitation Project;\nand, direct staff to undertake the steps necessary to finalize the Council’s action.
