21. RESOLUTION APPROVING A SECOND SIDE LETTER AGREEMENT AMENDING\nTHE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY OF\nALHAMBRA AND THE ALHAMBRA FIREFIGHTERS’ ASSOCIATION AND\nAPPROVING A REVISED CLASS SPECIFICATION FOR FIRE ENGINEER – F2M24-2,\nR2M24-44, C87-16B, M2M24-181\nPreviously, the City Council approved a MOU and a Side Letter Agreement between the\nCity and the Alhambra Firefighters’ Association (AFA). On August 28, 2024, City staff and\nAFA representatives met and conferred and reached agreement on items related to\nprobationary period for lateral firefighter paramedics and temporary overstaff/overhire of\nfirefighter paramedics as more specifically outlined in the September 23, 2024 report by\nthe Director of Human Resources and Risk Management. Additionally, agreement was\nreached regarding a revision to the class specification for Fire Engineer. Staff requests\nthat the City Council adopt a resolution to approve the Second Side Letter with AFA and\nthe revised Fire Engineer class specification and to direct staff to take the necessary\nactions to implement the approval of the Second Side Letter and revised class\nspecification.\nRecommended Action: City Council take the following actions: 1) Adopt Resolution\nNo. R2M24-44 entitled: A Resolution of the Alhambra City Council approving a Second\nSide Letter of Agreement amending the Memorandum of Understanding between the City\nof Alhambra and the Alhambra Firefighters’ Association and approval of a revised Class\nSpecification for Fire Engineer; 2) Approve a revised Class Specification for Fire Engineer;\n3) Direct the Finance Director to make necessary budget adjustments with the Fiscal Year\n2023-2025 Adopted Budget to fund the changes as proposed within the Second Side\nLetter Agreement with AFA; and, 4) Direct staff to undertake the steps necessary to finalize\nCouncil’s action.
