18. AWARD CONTRACT: SEWER MAIN REPLACEMENT PROJECT ON ALMANSOR\nSTREET – F2M24-52, N2M24-92, C2M24-59, M2M24-178\nOn July 22, 2024, the City Council approved the distribution of Notice Inviting Bids for the\nSewer Main Replacement Project on Almansor Street. On September 12, 2024, bids were\nopened by the City Clerk. Ten bids were received, which ranged from a base bid amount\nof $219,579.00 to $534,164.00. GRBCON Inc. submitted the lowest qualified bid at\n$219,579.00. Staff reviewed the bid submitted by GRBCON Inc., and found it to be in full\ncompliance and conformance with the project’s specifications. The Project will remove\nthree manholes, construct two new manholes, and replace approximately 292 linear feet\nof existing sewer main in Almansor Street, from Woodward Avenue to 115 Almansor\nStreet (south of Lindaraxa Park) at a new vertical grade.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nGRBCON Inc, for the Sewer Main Replacement Project on Almansor Street in an amount\nnot to exceed $219,579.00; determine the Sewer Main Replacement Project on Almansor\nStreet categorically exempt from California Environmental Quality Act (CEQA) pursuant\nto CEQA Guidelines Section 15301 (b); and, direct staff to undertake the steps necessary\nto finalize the Council’s action.
