10. Award the contract to the lowest responsible bidder, Optima Energy, Inc., in the amount of\n$1,023,075.94 for the Anaheim Convention Center North Lighting Control Modifications and\nRelated Work Project (Re-Bid); waive minor irregularities, variances and discrepancies\nassociated with the bid documents as well as the number of bids received; authorize and direct\nthe Director of Public Works to execute the Contract and any other related documents and to take\nsuch actions as are necessary to implement and administer the Contract; and authorize and\ndirect the Finance Director to execute the Escrow Agreement pertaining to contract retentions.
