9G. PROFESSIONAL SERVICES AGREEMENT FOR PROCESSING OF PARKING AND\nADMINISTRATIVE CITATIONS\nCouncil will consider entering into a Professional Services Agreement (PSA) with Turbo\nData Systems, Inc., for processing parking and administrative citations in an amount not\nto exceed $40,000 annually to cover the period through June 30, 2027. The City currently\nuses Turbo Data Systems, Inc. for this service and entering into a new PSA would\ncontinue the existing service.\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n("CEQA") pursuant to Sections 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\nSeptember 24, 2024\n2. Authorize staff to exercise an exception to the standard procurement procedures in\nthe best interest of the City to preserve government efficiency and public safety in the\ncommunity by waiving the competitive bid procedures required; and\n3. Approve the Professional Services Agreement with Turbo Data Systems, Inc. for\nprocessing of parking and administrative citations to cover the period from July 1,\n2024, through June 30, 2027; and\n4. Authorize the City Manager to execute the Professional Services Agreement with\nTurbo Data Systems, Inc. for processing of parking and administrative citations.
