4. INTRODUCE AND WAIVE FIRST READING OF ORDINANCE NO. 2479 AMENDING CHAPTER 8.40 OF THE\nCITY OF MONTEBELLO MUNICIPAL CODE REGARDING REGISTRATION AND MAINTENANCE OF\nVACANT AND ABANDONED COMMERCIAL, INDUSTRIAL, AND RESIDENTIAL PROPERTIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Introduce and waive first reading of Ordinance No. 2479 amending Montebello Municipal Code (“MMC”)\nChapter 8.40, establishing new regulations regarding the registration and maintenance of vacant and\nabandoned commercial, industrial, and residential properties; and\n2. Determine and find that this action is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption, and is not\nconsidered a “project” under CEQA Guidelines Section 15378 as there is no potential for resulting in\neither a direct physical change in the environment, or a reasonably foreseeable indirect physical change\nin the environment; and\n3. Take such additional, related, action that may be desirable.
