10A. Public Hearing to consider and approve the FY 2023-24 Consolidated Annual\nPerformance and Evaluation Report (CAPER) for the Community\nDevelopment Block Grant ("CDBG") Program. Environmental\nConsiderations: The action being considered by the City Council is not\nsubject to the California Environmental Quality Act (CEQA) pursuant to\nSection 15060(c)(3) of the CEQA Guidelines because it is not a "project" as\ndefined in Section 15378(b)(5). The action involves an organizational or\nadministrative activity of government that will not result in direct or indirect\nphysical change in the environment.
