Award the contract to the lowest responsible bidder, Onyx Paving Company, Inc., in the amount\nof $737,000, for the South Street Rehabilitation from State College Boulevard to Sunkist Street\nProject; authorize the Director of Public Works to execute the contract and any other related\ndocuments and take the necessary actions to implement and administer the contract; authorize\nthe Finance Director to execute the Escrow Agreement pertaining to contract retentions;\ndetermine the project is categorically exempt under the California Environmental Quality Act\npursuant to Class 1, Sections 15301 (Existing Facilities) of Title 14 of the California Code of\nRegulations.
