Approve the Second Amendment to the FY 2021-2022 Annual Action Plan to incorporate\nsupplemental HOME Investment Partnership funds for the HOME-American Rescue Plan\n(HOME-ARP) allocation, totaling $5,476,903 and designate the Director of the Housing &\nCommunity Development Department, or designee, as the Certifying Official authorized to\nexecute all documents related to the administration, management, and implementation of the\nsupplemental HOME Investment Partnership funding including discretion to the Director, or\ndesignee, to reallocate funds to eligible activities as deemed necessary to address greatest\nneeds.

Rescind the acceptance of the bid from Heritage Armory LLC made at the City Council Meeting of\nFebruary 7, 2023 for the purchase ballistic vests and related accessories for the Anaheim Police\nDepartment (Bid #9627), in the amount of $110,756.10 plus applicable tax, due to the awarded\nvendor withdrawing their bid prior to order placement; and authorize the Purchasing Agent to re-\naward the items upon completion of the evaluation of the remaining bid offers and issue the\nnecessary purchase orders for the purchase of the ballistic vests and accessories in an estimated\nincrease of $3,000 to the overall cost.

Waive the bidding requirement of Council Policy 4.0 and authorize the purchase of one Pierce fire\nengine and one Pierce fire truck from South Coast Fire Equipment, Inc., in the amount of\n$3,093,727.73 which includes all applicable taxes and fees, for the Anaheim Fire & Rescue\nDepartment. [This purchase will be made utilizing a cooperative purchase agreement established\nby the Houston-Galveston Area Council, which was awarded to Pierce Manufacturing and made\nthrough their local authorized reseller as allowed by the terms of the agreement].\n3 March 7, 2023

Waive the bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to\npurchase Lion Apparel, Janesville brand firefighting protective garments from Allstar Fire\nEquipment, Inc., in the not to exceed amount of $230,000 plus applicable tax, for a one year\nperiod and authorize the Purchasing Agent to execute available renewals. [This purchase will be\nmade utilizing a cooperative purchase agreement issued by Sourcewell, a Minnesota local\ngovernment agency, and awarded to LION First Responder PPE, Inc. Under the terms of the\nagreement No. 032620-LIO, the purchase is being made through the authorized local distributor].

Award the contract to the lowest responsible bidder, Onyx Paving Company, Inc., in the amount\nof $737,000, for the South Street Rehabilitation from State College Boulevard to Sunkist Street\nProject; authorize the Director of Public Works to execute the contract and any other related\ndocuments and take the necessary actions to implement and administer the contract; authorize\nthe Finance Director to execute the Escrow Agreement pertaining to contract retentions;\ndetermine the project is categorically exempt under the California Environmental Quality Act\npursuant to Class 1, Sections 15301 (Existing Facilities) of Title 14 of the California Code of\nRegulations.
