C. APPOINTMENT TO THE CIVIL SERVICE COMMISSION FOR A TERM SET TO \nEXPIRE ON MAY 31, 2025 \nThe City solicited applications for a vacant seat on the Civil Service Commission \nwith a term ending May 31, 2025. On September 11, 2024, the City received an \napplication from former Civil Service Commission Douglas Richter. There is no \nfiscal impact related to this item. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council appoint Douglas Richter as a Civil \nServices Commissioner to fill the vacancy, effective immediately, for a term \nexpiring on May 31, 2025. \nAlternative Recommendation \nAlternatively, the City Council can choose to direct staff to schedule an interview \nwith Douglas Richter before the next regular meeting.
