APPROVAL OF REVISED MINUTES FOR JULY 16 AND AUGUST 20, 2024, \nREGULAR CITY COUNCIL MEETINGS, AND NEW MINUTES OF THE \nSEPTEMBER 17, 2024, REGULAR CITY COUNCIL MEETING \nTo increase efficiencies, staff recommends the approval of revised minutes \nincorporating acknowledgement of written public comments received prior to \nthe regular City Council meetings of July 16 and August 20, 2024; and approval \nof new minutes of the regular City Council meeting of September 17, 2024. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council approve the following: \n1. MATERIAL DEMANDS \nThe most recent Material Demands from the Finance Department are presented \nto the City Council for review and approval. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council approve Material Demands as \npresented.

APPOINTMENT TO THE CIVIL SERVICE COMMISSION FOR A TERM SET TO \nEXPIRE ON MAY 31, 2025 \nThe City solicited applications for a vacant seat on the Civil Service Commission \nwith a term ending May 31, 2025. On September 11, 2024, the City received an \napplication from former Civil Service Commission Douglas Richter. There is no \nfiscal impact related to this item. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council appoint Douglas Richter as a Civil \nServices Commissioner to fill the vacancy, effective immediately, for a term \nexpiring on May 31, 2025. \nAlternative Recommendation \nAlternatively, the City Council can choose to direct staff to schedule an interview \nwith Douglas Richter before the next regular meeting.

D. POLICE DEPARTMENT PURCHASE OF AN UNMARKED POLICE VEHICLE IN \nTHE AMOUNT OF $62,078.10 UTILIZING AIR QUALITY MANAGEMENT \nDISTRICT (AQMD) FUNDS \nAn unmarked administrative police vehicle (2016 Ford Explorer Interceptor) is \npast its useful life as it has over 160,0000 miles and exhibits significant \nmechanical and reliability issues. The unit has been budgeted for replacement \n4 \nin Fiscal Year 2024-2025 utilizing AQMD funding. This police unit qualifies as a \n“Clean Air Vehicle” since staff opted to purchase the hybrid variant of the 2025 \nFord Explorer Interceptor. There is no impact to the general fund. AQMD funds \nin the amount of $62,078.10 will be utilized for the replacement of the \nadministrative police vehicle. The adopted 2024-2025 budget appropriated \n$70,000 in the Police Department’s Special Project Fund account #124-751-51-\n99-201. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council authorize the Police Chief to purchase \nthe vehicle as listed in the quotation for an amount not to exceed $62,078.10.

E. PURCHASE OF NEW POLICE ALL-TERRAIN VEHICLE - $16,499.99 \nThe Police Department is requesting to purchase a 2024 Honda SXS700M4 all-\nterrain vehicle (ATV) in the amount of $16,499.99 for Fiscal Year 2024-2025. The \nfunding source for the purchase of this ATV will be provided by the California \nHighway Patrol Cannabis Tax Fund Grant #17920. The impact to the grant \nfunding is slightly lower than the budgeted amount of $17,000 in the current \ngrant fiscal year. It should also be noted that this vehicle will not be used for \nspecific enforcement purposes but still needs to be marked for usage as police \nDriving Under the Influence equipment that can be funded utilizing the \nremaining $500 of the grant funding allotted. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council approve the purchase of one 2024 \nHonda SXS700M4 all-terrain vehicle from Mountain Motor Sports utilizing \nCannabis Tax Fund Grant #17920 funds from account #124-751-57-99-383.

A. ORDINANCE NO. 710 AMENDING THE VALLEY BOULEVARD SPECIFIC \nPLAN RELATING TO GROUND FLOOR OFFICE USE AND ESTABLISHING \nMINIMUM DENSITIES (SPA24-001) – INTRODUCTION AND FIRST \nREADING \n5 \nThe proposed Valley Boulevard Specific Plan Amendment would amend the \nSpecific Plan relating to ground floor office use and establish minimum \ndensities intended to implement the goals and programs identified in the 2021-\n2029 Housing Element. This item was continued from the September 17, 2024 \nCity Council meeting to allow staff additional time to address the comments \nprovided at the meeting. The Fiscal Year 2023-2024 Adopted Budget includes \nthe cost for required legal publication (Account #121-702-00-65-000) and \ncodification (Account #121-702-00-22-000) of the ordinance. \nCalifornia Environmental Quality Act (CEQA) Determination: The proposed \namendments were reviewed for compliance with the California Environmental \nQuality Act (CEQA). An Initial Study/Negative Declaration (IS/ND) was prepared \nfor the 2021-2029 Housing Element, as required by the California Environmental \nQuality Act (CEQA), Public Resources Code (PRC) Section 21000 et seq., the CEQA \nGuidelines, and the City of San Gabriel Local Guidelines for Implementing CEQA. \nThe IS/ND considered the policies and programs outlined in the Housing Element. \nThe Housing Element establishes objectives, policies, and programs to assist the \nCity in achieving state-mandated housing goals. No formal land use changes or \nphysical development are proposed at this time and future land use and physical \ndevelopment \nwould \nrequire \nseparate \nenvironmental \nevaluation. \nRecommended Action: \nStaff recommends that the City Council: \n1. Continue the public hearing and discuss proposed Ordinance No. 710. \n2. Waive full reading and introduce Ordinance No. 710 by title only: \nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN \nGABRIEL, CALIFORNIA, AMENDING THE VALLEY BOULEVARD \nSPECIFIC PLAN RELATING TO GROUND FLOOR OFFICE USE AND \nESTABLISHING MINIMUM DENSITIES. \n3. Waive future reading of the Ordinance and schedule the second reading \nand adoption of the Ordinance for the next regular City Council meeting. \nThe Ordinance would then become effective 30 days after adoption. \nOther Options For Consideration: \nThe action of the City Council may be to approve, approve with modifications, \nor deny the proposed zone text amendment. \n6 \nIf the City Council determines that the proposed ordinance or any part of the \nordinance should be denied, the appropriate motion should be adopted.

A. GENERAL FUND PRELIMINARY FINANCIAL RESULTS FOR THE FISCAL YEAR \nENDING JUNE 30, 2024 \nCity of San Gabriel’s Fiscal Year 2023-2024 concluded on June 30, 2024.This \nreport presents the preliminary financial results for the City’s general fund. The \npresented financial results are unaudited and consist of forecasts and estimates \nmade by staff. Audited financial statements for the fiscal year ending June 30, \n2024 will be published by December 31, 2024. There is no fiscal impact related \nto this item. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \nStaff recommends that the City Council review and file this report.

B. CONSIDERATION TO SUPPORT PROPOSITION 36: THE HOMELESSNESS, \nDRUG ADDICTION, AND THEFT REDUCTION ACT [RESOLUTION NO. 24-\n54] \nThe Homelessness, Drug Addiction, and Theft Reduction Act (Proposition 36) \nwas introduced in response to the significant rise in homelessness, drug \naddiction, and theft in California following the passage of Proposition 47 in \n2014, which reduced penalties for drug possession and theft. California voters \nwill decide the fate of Proposition 36 on the November 5, 2024 ballot. \nSupporters of Proposition 36 include the League of California Cities, California \nDistrict Attorneys Association, and various California law enforcement officials. \nThere is no fiscal impact associated with this item. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \n7 \nStaff recommends that the City Council discuss and choose whether to support \nthe initiative. Should Council wish to support the initiative, Resolution No. 24-\n54 is included for consideration.
