B. CONSIDERATION TO SUPPORT PROPOSITION 36: THE HOMELESSNESS, \nDRUG ADDICTION, AND THEFT REDUCTION ACT [RESOLUTION NO. 24-\n54] \nThe Homelessness, Drug Addiction, and Theft Reduction Act (Proposition 36) \nwas introduced in response to the significant rise in homelessness, drug \naddiction, and theft in California following the passage of Proposition 47 in \n2014, which reduced penalties for drug possession and theft. California voters \nwill decide the fate of Proposition 36 on the November 5, 2024 ballot. \nSupporters of Proposition 36 include the League of California Cities, California \nDistrict Attorneys Association, and various California law enforcement officials. \nThere is no fiscal impact associated with this item. \nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as \ndefined in Section 15378 of the State CEQA Guidelines. \nRecommended Action: \n7 \nStaff recommends that the City Council discuss and choose whether to support \nthe initiative. Should Council wish to support the initiative, Resolution No. 24-\n54 is included for consideration.
