4.1. \nMistletoe Park Restroom Improvements (CIP# 23-003) (SJ-540) \nRECOMMENDATION: \nStaff recommends the City Council take the following actions: \n1) Approve the plans and specifications for the Mistletoe Park Restroom \nImprovements (CIP #23-003) (SJ-540); \n2) Award the construction contract to the lowest responsible bidder submitting a \nresponsive bid, Cora Constructors Inc., for the sum of $560,000; \n3) Appropriate an additional $224,800 for project expenditures ($222,500 CDBG \nFund #029 and $2,300 transferred from CIP #18-007 (Economic Development \nIncentives)); \n4) Allocate 12.14% ($68,000) of the total bid for administration, inspection, and \ntesting; \n5) Allocate 8% ($48,000) of the total bid for construction contingencies; and \n6) Authorize the City Manager to execute the construction contract. \nBACKGROUND: \nThe County of Riverside (County) receives CDBG funds as a qualified urban \ncounty under the U.S. Department of Housing and Urban Development’s (HUD) \nCDBG Program. The County, through the Housing, Homelessness Prevention & \nWorkforce Solution (HHPWS), distributes the CDBG funds through its Urban \nCounty Program to cooperating cities like the City of San Jacinto. The City \nCouncil authorized the City Manager to submit the application for the Mistletoe \nPark Restroom Facility Improvement Project on December 6, 2022. The \napplication was approved for $480,000. The County has since agreed to authorize \nthe use of an additional $222,500 in future CDBG allocations for the Project, as \nCity of San Jacinto \nPage 4 \nUpdated 9/26/2024 6:09 PM \nthe bids received were higher than expected. \nThe project will consist of removing/replacing the existing restroom facility, and \ninstallation of a new restroom facility that conforms with current ADA \naccessibility standards and requirements. \nThis project is exempt from CEQA requirements under CCR 15301(c). \nDepartment: Engineering
