e.\nCONDUCT A BID PROTEST HEARING (IF REQUESTED), REJECT THE BID\nP R O T E S T ,   A U T H O R I Z E   T H E   C I T Y   M A N A G E R   T O   A W A R D   A\nCONSTRUCTION CONTRACT FOR THE STREET PREVENTATIVE\nMAINTENANCE ANNUAL PROGRAM, AND EXECUTE CHANGE ORDERS\nWITHIN THE PROJECT BUDGET\nRecommendation: Find that the project is categorically exempt from environmental\nreview under Class 1 of the state CEQA Guidelines section 15301, Existing\nFacilities (14 CCR 15301); conduct a bid protest hearing (if requested) and reject\nthe bid protest filed by Pavement Coatings Company; authorize the City Manager to\naward a contract to Quality Construction Engineering, Inc. (QCE)  in a form\napproved by the City Attorney in the amount of $789,998, for the Street Preventive\nMaintenance Annual Program project; and authorize the City Manager to execute\nchange orders within the project budget.
