5-A. \nCONSIDERATION AND POSSIBLE ACTION TO INTRODUCE AND WAIVE FIRST READING \nOF AN ORDINANCE AMENDING SECTION 105.3.2 TO THE ADMINISTRATIVE \nPROVISIONS OF THE CALIFORNIA BUILDING CODES GOVERNING TIME LIMITATIONS \nFOR BUILDING PERMIT APPLICATIONS. \nIt is recommended that the City Council consider: \n(1) \nIntroducing and waiving first reading for an Ordinance amending Section 105.3.2 to the \nAdministrative Provisions of the California Building Standards Code (as codified at Monterey \nPark Municipal Code § 16.01.040); and \n(2) \nTaking such additional, related, action that may be desirable. \nCEQA (California Environmental Quality Act): \nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the \nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and \nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA \nGuidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), 15378, and 15308 exempt activities \nthat will not result in a direct or reasonably foreseeable indirect physical change in the \nenvironment, activities where there is possibility that it may have a significant effect on the \nenvironment, activities that do not constitute a “project” as defined, and actions to protect the \nenvironment, respectively. This activity is for general policies and procedure-making that applies \nto building applications. Any subsequent construction or development will be evaluated \nseparately under the CEQA Guidelines. Accordingly, this Ordinance is exempt from further \nCEQA review.
