4-A. \nPUBLIC HEARING TO REVIEW AND APPROVE THE FISCAL YEAR (FY) 2023-24 \nCONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR \nSUBMITTAL TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT \n(HUD) \nIt is recommended that the City Council consider: \n(1) \nOpening the public hearing to receive testimonial and documentary evidence; \n(2) \nApproving the draft FY 2023-2024 Consolidated Annual Performance and Evaluation \nReport (CAPER) for the Community Development Block Grant ("CDBG"), and HOME \nInvestment Partnerships ("HOME") Programs; \n(3) \nDirecting staff to prepare and transmit the final documents to the U.S. Department of \nHousing and Urban Development ("HUD"); \n(4) \nAuthorizing the City Manager, or her designee, to take all actions necessary or desirable \nto complete and submit the CAPER; and \n(5) \nTaking such additional, related, action that may be desirable.
