1. OFF-SITE SIGNAGE IN COMMERCIAL ZONES [J. HEILMAN, Y. QUARKER, A.\nLOVANO, J. DEL TORO]:\nSUBJECT: This item directs staff to draft an amendment to the zoning code to establish a\npolicy to negotiate development agreements to permit off-site signage in commercial zones\non Santa Monica Boulevard, Fairfax Avenue, and La Brea Avenue in connection with the\ndevelopment of housing or mixed-use developments with a higher percentage of\npermanently affordable units than what would have otherwise been required on the site.\nRECOMMENDATIONS: 1) Direct staff to draft a zone text amendment and policy to permit\nthe replacement of existing off-site signage or the development of new off-site signage in\ncommercial zones in conjunction with a new housing or mixed-use development that is at\nleast two-thirds housing and includes a higher percentage of permanently affordable units\nthan what would have otherwise been required on the site; and 2) Return to City Council with\nthe draft policy and zone text amendments for further consideration and approval.
