HITTLEMAN]:\nSUBJECT: The City Council will consider a proposed Zone Text Amendment to amend\nTITLE 19, Zoning Ordinance of the West Hollywood Municipal Code, to adopt new policies,\nregulations, development standards, and definitions for studio and micro-units. The proposed\nZone Text Amendment is categorically exempt from the provisions of the California\nEnvironmental Quality Act (CEQA), pursuant to Section 15061(b)(3) (Common Sense\nExemption).\nRECOMMENDATIONS: Staff recommends that the City Council hold a public hearing,\nconsider all pertinent testimony, and 1) Introduce on first reading Ordinance No. 24-_______:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST HOLLYWOOD\nADOPTING AMENDMENTS TO TITLE 19, ZONING ORDINANCE OF THE WEST\nHOLLYWOOD MUNICIPAL CODE, TO ADOPT NEW DEFINITIONS AND STANDARDS\nREGULATING STUDIO UNITS AND MICRO-UNITS AND FINDING THE ACTION EXEMPT\nFROM CEQA;” and 2) Direct staff to further study the required parking for micro-units to\ndetermine whether less parking can be required in light of applicable State and code\nrequirements (AB 2097, etc.) and process a Zone Text Amendment if needed.

DEL TORO]:\nSUBJECT: This item directs staff to draft an amendment to the zoning code to establish a\npolicy to negotiate development agreements to permit off-site signage in commercial zones\non Santa Monica Boulevard, Fairfax Avenue, and La Brea Avenue in connection with the\ndevelopment of housing or mixed-use developments with a higher percentage of\npermanently affordable units than what would have otherwise been required on the site.\nRECOMMENDATIONS: 1) Direct staff to draft a zone text amendment and policy to permit\nthe replacement of existing off-site signage or the development of new off-site signage in\ncommercial zones in conjunction with a new housing or mixed-use development that is at\nleast two-thirds housing and includes a higher percentage of permanently affordable units\nthan what would have otherwise been required on the site; and 2) Return to City Council with\nthe draft policy and zone text amendments for further consideration and approval.

Based on the\n analysis, Council may consider providing further direction to address potential issues caused\n by institutional investors and corporate ownership of rental housing.\n RECOMMENDATIONS: 1) Direct staff to hire a consultant to perform an analysis of\n corporate ownership of single-family and multi-family rental properties in West Hollywood;\n and 2) Return to City Council with the findings of the analysis.

DEL TORO]:\n SUBJECT: The City Council will approve a Co-Sponsorship Agreement with TransLatin@\n Coalition for the GARRAS Fashion Show event on Saturday November 16, 2024 at the\n Pacific Design Center.\n RECOMMENDATIONS: 1) Approve the co-sponsorship of TransLatin@ Coalition’s GARRAS\n Fashion Show event at the Pacific Design Center on Saturday, November 16, 2024; 2)\n Authorize the City Manager or his designee to execute documents incident to the co -\n sponsorship agreement between the City and TransLatin@ Coalition; 3) Authorize the\n Director of Finance and Technology Services to allocate $10,000 from Fiscal Year 2024-25\n budgeted funds in the Special Council Programs account number 100-1-01-00-531001 for\n costs associated with the event; 4) Authorize the use of the City name and logo on\n invitations, programs, and other collateral materials for this event; and 5) Direct the\n Communications Department to utilize all appropriate communication tools to promote\n TransLatin@ Coalition’s GARRAS Fashion Show including, but not limited to, the City’s\n website, a press release, and social media tools.
