A. Public Hearing on Planned Development 23- 01 - 7600 Graves Avenue\nMaryvale has submitted a Planned Development application to legalize and intensify\nland uses consisting of transitional and supportive housing, mental health services,\nadministrative services, early education, daycare, religious and institutional uses, and\nopen space and recreational uses to be offered at 7600 Graves Avenue, thereby\nchanging the permissible uses of the site. The project' s scope of work entails tenant\nimprovements to both the ground floor and second floor of Laboure Hall to adapt its\nprevious use as an orphanage to transitional and supportive housing. Tenant\nimprovements include the reconfiguration of existing kitchen spaces and conversion\nof dormitory - style suites with communal bathrooms to individual family suites with\nprivate bathrooms. No physical expansion of the existing buildings on -site is\nproposed as a part of the Planned Development application. The site consists of one\nparcel ( APN: 5285- 016- 020) that encompasses a total lot area of 594, 594 square feet\n13. 65 acres) and is located at 7600 Graves Avenue in the Planned Development\nP- D) zone.\nRecommendation: That the City Council take the following actions:\n1. Conduct a public hearing and receive public testimony; and\n2. Adopt City Council Resolution No. 2024- 48, entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF\nCALIFORNIA, ADOPTING PLANNED DEVELOPMENT 23- 01 FOR\nTHE LEGALIZATION AND INTENSIFICATION OF LAND USES\nCONSISTING OF TRANSITIONAL AND SUPPORTIVE HOUSING,\nMENTAL HEALTH SERVICES, ADMINISTRATIVE SERVICES,\nEARLY EDUCATION, DAYCARE, RELIGIOUS AND\nINSTITUTIONAL USES, AND OPEN SPACE AND RECREATIONAL\nUSES IN CONJUNCTION WITH THE RENOVATION OF LABOURE\nHALL FOR TRANSITIONAL AND SUPPORTIVE HOUSING. THE\nSUBJECT SITE IS LOCATED AT 7600 GRAVES AVENUE ( APN:\n5285- 016- 020) IN THE PLANNED DEVELOPMENT ( P- D) ZONE
