The project' s scope of work entails tenant\nimprovements to both the ground floor and second floor of Laboure Hall to adapt its\nprevious use as an orphanage to transitional and supportive housing. Introduction and First Reading of Ordinance No. 1023 Adding Chapter 1. 14 to the\nMunicipal Code to Allow for Electronic and Paperless Filing of Fair Political\nPractices Commission ( FPPC) Campaign Disclosure Statements\nThe City Clerk is the local filing officer for the City of Rosemead, and is responsible\nfor receiving, reviewing, and storing campaign disclosure information, as well as\nmaking it accessible to the public. To provide a more efficient process, the City\nClerk' s Office will be implementing NetFile, an electronic/ paperless filing system\nthat accommodates online filing of several types of FPPC forms, including Forms\n460, 470, 496, and 497, and meets the requirements of the Secretary of State. In\norder for the City of Rosemead to accept electronically filed statements, the City\n3\nCouncil must adopt an ordinance approving the use of an online or electronic filing\nsystem, which shall include the legislative finding that the online or electronic\nsystem will operate securely and effectively and will not unduly burden filers. Adopt Resolution No. 2024- 45 Authorizing Submittal of Application( s) for all\nCalRecycle Grants for which City of Rosemead is Eligible\nOn October 22, 2019, the City Council adopted Resolution No. 2019- 58 authorizing\nthe submittal of applications to CalRecycle for all grants for which the City of\nRosemead is eligible. The CalRecycle grant program allows the State of California\nState) to administer various grant programs ( Grants) in furtherance of the state\nefforts to reduce, recycle and reuse solid waste generated in the state, thereby\npreserving landfill capacity, and protecting public health and safety and the\nenvironment. The authorizations adopted by Resolution No. 2019- 58 are effective for\nfive years from the date of adoption.\nThe City recently submitted a CalRecycle Household Hazardous Waste\nDiscretionary Grant application for Cycle 43 ( Small Projects). It\nestablished statewide targets to reduce the disposal of organic waste and mitigate the\neffects of climate change by reducing methane emissions. hi accordance with SB\n1383, local jurisdictions are required to procure a specified amount of recovered\norganic waste products annually.\nA Request for Proposals ( RFP) was posted to the City' s PlanetBids vendor portal on\nthe proposals for general qualifications, relevant experience, proposed staffing,\npricing, proposed approach, responsiveness, and references.\nRecommendation: That the City Council take the following actions:\n1.
