H. Traffic Request for Midblock Crosswalk Along Wells Street, Adjacent to Emma\nShuey Elementary School\nAt the May 2, 2024, Traffic Commission Meeting, staff presented recommendations\nand options for traffic improvements on Wells Street, adjacent to Emma Shuey\nElementary School. After discussion and presentation of the item, the Traffic\nCommission approved the staff recommendations. Public Works Field Services staff\nwill complete all the recommended items. If necessary, additional materials and\nsupplies may be purchased at aminimal expense to complete the recommended work\nand staff would utilize approved Fiscal Year 2024- 2025 Traffic Signs and Markers\navailable funds.\nRecommendation: That the City Council approve the following Traffic Commission\nrecommendations:\n1. REMOVE AND REPLACE STOP SIGNS ( R1- 1) WITH NEW FLASHING\nSTOP SIGNS ( R- 1): Remove and Replace existing stop signs with new Flashing\nStop Signs ( Rl- 1) for all three legs at the intersection of Wells Street and Earle\nAvenue.\na. Remove and replace stop signs at the northwest, northeast, and\nsouthwest corners of the intersection of Wells Street and Earle Avenue,\nfor eastbound, westbound, and southbound traffic.\nb. Flashing Stop Signs are recommended for installation due to the number\nof pedestrians crossing at the intersection of Wells Street and Earle\nAvenue, and to increase visibility for pedestrians and vehicles at the\nintersection.\n2. INSTALL " ALL -WAY" PLAQUE ( R1- 3P) AND RED REFLECTIVE\nSTRIP ON STOP SIGNPOSTS: Install " All -Way" Plaque ( Rl- 3P) and Red\nReflective Strip beneath all three stop signs at the intersection of Wells Street\nand Earle Avenue.\na. Installation of these signs and traffic devices will help bring awareness\nto drivers approaching the intersection.\n3. REMOVE PEDESTRIAN CROSSING SIGNS SIGNAGE: Pedestrian\nCrossing Signs at the north leg and east leg of the intersection of Wells Street\nand Earle Avenue\na. CAMUTCD Section 713. 12 School Crossing Assembly Standard:\ni. If used, the School Crossing Assembly B( CA) shall be installed at\nthe school crossing or as close to it as possible, and shall consist of\na School ( S1- 1) sign supplemented with a diagonal downward\npointing arrow ( W 16- 7P) plaque to show the location of the\ncrossing.\nii. The School Crossing Assembly B( CA) or E( CA) shall not be used\nat crossings other than those adjacent to schools and those on\nestablished school pedestrian routes.\niii. The School Crossing Assembly B( CA) or E( CA) shall not be\ninstalled on approaches controlled by a STOP ( R1- 1) sign, or YIELD\nRl- 2) sign or a traffic signal. Standard: The School Crosswalk\nWarning Assembly B( CA) or E( CA) shall be posted at all yellow\nschool crosswalks that are not controlled by a STOP ( Rl- 1) sign, a\nYIELD ( R1- 2) sign or atraffic signal.\n4. REMOVE AND REPLACE STOP AHEAD SIGNAGE ( W3- 1) ALONG\nWELLS STREET: Remove and Replace Stop Ahead ( W3- 1) Signage for\neastbound and westbound vehicle approaching the intersection at Wells Street\nand Earle Avenue.\na. The Stop Ahead signage for both directions of travel along Wells Street\nis faded and should be replaced.
