11. SECOND READING AND ADOPTION OF ORDINANCE NO. 2479 AMENDING CHAPTER 8.40 OF THE CITY\nOF MONTEBELLO MUNICIPAL CODE REGARDING REGISTRATION AND MAINTENANCE OF VACANT\nAND ABANDONED COMMERCIAL, INDUSTRIAL, AND RESIDENTIAL PROPERTIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Waive Second Reading and Adopt Ordinance No. 2479 amending Montebello Municipal Code\n(“MMC”) Chapter 8.40, establishing new regulations regarding the registration and maintenance of\nvacant and abandoned commercial, industrial, and residential properties; and\n2. Determine and find that this action is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption, and is not\nconsidered a “project” under CEQA Guidelines Section 15378 as there is no potential for resulting in\neither a direct physical change in the environment, or a reasonably foreseeable indirect physical\nchange in the environment; and\n3. Take such additional, related, action that may be desirable.
