10. APPROVAL OF CALIFORNIA OFFICE OF TRAFFIC SAFETY (OTS) SELECTIVE TRAFFIC ENFORCEMENT\nPROGRAM (STEP) GRANT FUNDS UTILIZATION\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the use of grant funding awarded by the California Office of Traffic and Safety (OTS) through\nthe Selective Traffic Enforcement Program (STEP), Grant number PT25182, in the amount of $150,000;\nand\n2. Amend the Fiscal Year 2024-25 budget and increase appropriations by $150,000 in Account No. 265-\n8013-800-5010.10, 6000.20 and 6020, Grants, OTS-STEP Grant, PT25182 FY 2024-25 (Overtime,\nSupplies and Travel and Meetings); and,\n3. Take such additional, related, action that may be desirable.

SECOND READING AND ADOPTION OF ORDINANCE NO. 2479 AMENDING CHAPTER 8.40 OF THE CITY\nOF MONTEBELLO MUNICIPAL CODE REGARDING REGISTRATION AND MAINTENANCE OF VACANT\nAND ABANDONED COMMERCIAL, INDUSTRIAL, AND RESIDENTIAL PROPERTIES\nRECOMMENDATION: It is recommended that the City Council:\n1. Waive Second Reading and Adopt Ordinance No. 2479 amending Montebello Municipal Code\n(“MMC”) Chapter 8.40, establishing new regulations regarding the registration and maintenance of\nvacant and abandoned commercial, industrial, and residential properties; and\n2. Determine and find that this action is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption, and is not\nconsidered a “project” under CEQA Guidelines Section 15378 as there is no potential for resulting in\neither a direct physical change in the environment, or a reasonably foreseeable indirect physical\nchange in the environment; and\n3. Take such additional, related, action that may be desirable.

12. APPROVE ISSUING REQUEST FOR PROPOSALS NO. 25-03 FOR VEHICLE BODY REPAIR AND PAINTING\nSERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve issuing Request for Proposals (RFP) No. 25-03 for Citywide Vehicle Body Repair and Painting\nServices; and\n2. Take such additional, related, action that may be desirable.

APPROVE PROFESSIONAL SERVICES AGREEMENT NO. 4229 WITH CLEAN ENERGY TO PROVIDE\nMAINTENANCE AND SUPPORT SERVICES FOR THE CITY'S COMPRESSED NATURAL GAS STATION\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Professional Services Agreement No. 4229 with Clean Energy for a three-year (3-year) term to\nprovide maintenance and support services for Montebello Bus Lines’ (MBL) compressed natural gas\n(CNG) station, for a total not-to-exceed amount of six hundred thousand dollars ($600,000) or $200,000\nannually; and\n2. Authorize the City Manager and/or his designee to execute the agreement on behalf of the City; and\n3. Take such additional, related, action that may be desirable.

14. APPROVE PURCHASE OF TWO MONITOR/DEFIBRILLATORS FROM ZOLL MEDICAL CORPORATION TO\nEQUIP FIRE DEPARTMENT SQUAD 55\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the purchase of two (2) Monitor/Defibrillators, related medical equipment, and an extended\nwarranty from Zoll Medical Corporation to Equip Fire Department Squad 55; and,\n2. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $110,000 in Account No. 100-\n85-860-6000.50 (General Fund, Fire Department, Fire Suppression, Supplies-Medical); and,\n3. Take such additional, related action that may be desirable.

15. APPROVE PROFESSIONAL SERVICES AGREEMENT NO. 4228 WITH ADMINSURE FOR WORKERS’\nCOMPENSATION THIRD-PARTY ADMINISTRATION SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Professional Services Agreement No. 4228 with AdminSure Inc. in the amount that shall not\nexceed $880,798 over the initial three (3) year term of the agreement; and\n2. Take such additional, related action(s) that may be desirable.

SIDE LETTERS OF AGREEMENT TO THE MEMORANDA OF UNDERSTANDING (MOU) BETWEEN THE\nCITY OF MONTEBELLO AND THE FOLLOWING EMPLOYEE BARGAINING UNITS: MONTEBELLO CITY\nEMPLOYEES’ ASSOCIATION; INTERNATIONAL ASSOCIATION OF SHEET METAL, AIR, RAIL AND\nTRANSPORTATION WORKERS – TRANSPORTATION DIVISION; MONTEBELLO MID-MANAGEMENT\nASSOCIATION; MONTEBELLO SUPERVISORS’ ASSOCIATION; MONTEBELLO MANAGEMENT\nPROFESSIONALS’ ASSOCIATION; MONTEBELLO POLICE MANAGEMENT ASSOCIATION;\nMONTEBELLO FIREFIGHTERS’ ASSOCIATION; MONTEBELLO FIRE MANAGEMENT ASSOCIATION; AND\nMONTEBELLO EXECUTIVE MANAGEMENT ASSOCIATION\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize the City Manager to execute side letters of agreement to the Memoranda of Understanding\n(“MOU”) between the City of Montebello and each of the following employee bargaining units: Montebello\nCity Employees’ Association (“MCEA”); International Association of Sheet Metal, Air, Rail and\nTransportation Workers – Transportation Division (“SMART-TD”); Montebello Mid-Managers’ Association\n(“MMMA”); Montebello Supervisors’ Association (“MSA”); Montebello Management Professionals’\nAssociation (“MMPA”); Montebello Police Management Association (“MPMA”); Montebello Firefighters’\nAssociation (“MFA”); Montebello Fire Management Association (“MFMA”); and Montebello Executive\nManagement Association (“MEMA”) modifying City healthcare benefits contribution amounts; and\n2. Take such additional, related action that may be desirable.

Authorize the City Manager to execute a side letter of agreement to the Memorandum of Understanding\n(MOU) between the City of Montebello and the Montebello Firefighters’ Association (MFA) for the period\nof January 1, 2022 through June 30, 2025, modifying Article II, Section B of the MOU; and\n2. Take such additional, related action that may be desirable.

APPROVE RECEIPT OF A GRANT AWARD FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY\nFISCAL YEAR 2023 ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM AND APPROPRIATE FUNDS IN\nFISCAL YEAR 2024-25\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve appropriation of $281,818 awarded to the City by the Federal Emergency Mangement Agency\n(FEMA), Fiscal Year 2023 Assistance to Firefighters Grant (AFG) Program; and,\n2. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $281,818 in Account No. 265-\n85-857-6010.10 (Grants, Fire, Assistance to Firefighters Grant, Machinery and Equipment\n[expenditures]) and $281,818 in Account No. 265-99-4198.20 (Grants, Miscellaneous Grants, Assistance\nto Firefighter Grant Program [revenue]); and,\n3. Amend the Fiscal Year 2024-25 budget by increasing appropriations by $28,182 Account No. 100-85-\n860-6010.60 (Fire, Fire Suppression, Personal Protective Equipment) to meet the ten percent (10%)\nmatching requirements of the grant; and,\n4. Adopt construction specifications for the annual Street Resurfacing - Grind and Overlay Project (CP 913);\nand,\n2. Authorize staff to proceed with bid advertisement for construction; and,\n3. Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class\n1 categorical exemption under the California Environmental Quality Act (CEQA); and,\n4.
