8J. Approval of Plans and Authorization to Advertise the Outdoor Dining Concrete\nK-Rail Project. Environmental Considerations: The proposed project is\nexempt from the California Environmental Quality Act (CEQA) pursuant to\nSection 15301(c) of the CEQA Guidelines. This section exempts projects\ncharacterized as minor alterations to public facilities. The replacement of\nexisting barriers is proposed on existing public streets, and do not create\nadditional automobile lanes. The proposed project meets the criteria for this\nexemption.
