3. ORDINANCE ADDING CHAPTER 6.28 TO THE ALHAMBRA MUNICIPAL CODE TO\nESTABLISH VACANT PROPERTY REGULATIONS – F2M24-33, O2M24-4841\nThe City Council identified in the 2024 Strategic Plan Goal Three: Create a Strong\nFinancial Base and Strong Economic Base (Economic Development). One of the goal’s\nobjectives is to develop a program to address vacant commercial properties causing poor\nimage. The vacant property regulations are intended to ensure vacant commercial\nproperties are maintained and secured and to prevent the property from becoming a\nnuisance to the community. The regulations will require property owners to register with\nthe City and pay an annual fee within 30 days after being notified by the City, post property\nmanagement contact information on the property, and follow maintenance requirements.\n2\n10-14-24\nThese requirements include: Property owner registration requirements including contact\ninformation of the property owner and/or property management company if the property\nowner is not within 40 miles of Alhambra; Building maintenance requirements including\ngraffiti removal, and window cleanliness; Landscaping and irrigation plan to ensure the\nproperty is maintained free of dry plants and weeds; Fencing requirements including\ninstallation of fencing materials around the perimeter of the property; and, Security\nrequirements including maintaining windows, doors, and other entrances. In addition, the\nregulations will provide additional support by activating vacant ground-floor commercial\nproperties with window vinyl decals in the storefront windows. Staff will work with property\nowners to provide design and installation guidance. The window decals will be on the\nstorefronts while the buildings remain vacant and/or under construction.\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4841: An Ordinance of the Alhambra City Council\nadding Chapter 6.28 - Vacant Property Regulations – to the Alhambra\nMunicipal Code to protect public health, safety, and welfare by ensuring that\nthe characteristics of the City are preserved\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on October 28, 2024.\nCONSENT AGENDA (Item Nos. 4 – 21)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.
