AUTHORIZE RFP: PROFESSIONAL ENGINEERING DESIGN AND CONSTRUCTION\nSERVICES FOR THE SEWER MAIN REPLACEMENT PROJECT ON SIERRA VISTA\nAVENUE – F2M24-65, RFP2M24-24\n5\n10-14-24\nThe Sewer Master Plan identified the Sewer Main Replacement Project on Sierra Vista\nAvenue between Los Higo Street and San Marino Avenue. The existing 8-inch pipe is\nexpected to be surcharged during existing and ultimate peak wet weather conditions. The\nMaster Plan recommends replacement of the existing sewer main with a larger diameter\nsewer main. As part of the City’s ongoing Capital Improvement Program, this project will\nprovide engineering design, plans, and preparation of bid specifications for the\nreplacement of approximately 1,065 feet of existing 8-inch sewer main with a larger\ncapacity sewer main.\nRecommended Action: City Council approve the distribution of a Request for\nProposals for Professional Engineering Design and Construction Services for the Sewer\nMain Replacement Project on Sierra Vista Avenue, with proposals due no later than 4:00\np.m. on November 7, 2027; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.

11. AMENDMENT TO AXON ENTERPRISES CONTRACT TO INCLUDE CRADLEPOINT\nMAINTENANCE AND VIRTUAL REALITY TRAINING AIDS – F2M23-6B, C2M23-1,\nM2M24-189\nOn January 9, 2023, the Council awarded a contract to Axon Enterprises, Inc. for the\nOfficer Safety Plan 7, which integrates in-car mobile audio video system (MAVS), body-\nworn camera (BWC) system, digital evidence management software, and Taser 7 in an\namount not to exceed $1,031,582 over five years. On September 25, 2023, City Council\napproved an amendment to add Axon Air in the amount of $51,638.30 through October\n2028. Staff is seeking to amend the current contract between the City and Axon\nEnterprises, Inc. to allow for the purchase of one-year Cradlepoint maintenance and thirty-\neight months of Axon Virtual Reality for an increased cost of $75,382.83. The Cradlepoint\nrouter was initially purchased with Axon Enterprises, Inc. and is necessary to purchase\nannual maintenance to secure the connection between the computers and cameras back\nto the network. Axon Virtual Reality consists of headset hardware and accessories and\nthe interactive headsets display various scenarios designed to help train officers in de-\nescalation tactics. Sourcewell awarded Axon Enterprises, Inc. contract #101223-AXN for\nCradlepoint maintenance expiring December 15, 2027, and 092722-AXN for Axon VR\ntraining with an expiration date of November 21, 2026. Cooperative purchase is allowable\nper Alhambra Municipal Code 3.36.080(B)(3).\nRecommended Action: City Council amend the contract with Axon Enterprises, Inc.\nto include one-year Cradlepoint maintenance and thirty-eight months of virtual reality\ntraining aids in the amount of $75,382.83 for a total amount not to exceed $1,158,603.13,\nsubject to final language approval by the City Manager and City Attorney; authorize the\nChief of Police to execute said agreements; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. APPROVAL OF FIRST AMENDMENT TO CONTRACT FOR LUNAR NEW YEAR\nFESTIVAL EVENT COORDINATION WITH THE ALHAMBRA CHAMBER OF\nCOMMERCE – F2M21-43, C2M23-24, M2M24-190\nThe City has contracted with the Alhambra Chamber of Commerce for many years to\nprovide promotional services on behalf of the City. On April 24, 2023, the City entered into\na two-year agreement (Contract No. C2M23-24) with the Chamber of Commerce to\n6\n10-14-24\nsupport the Alhambra business community and encourage partnerships within the\ncommunity. The terms of Contract No. C2M23-24 are such that the fee for services may\nnot exceed $120,000 for each fiscal year, a total of $240,000 for Fiscal Years 2023-24\nand 2024-25. The Chamber is requesting additional funding of $15,000 to support the\n2025 Lunar New Year festival scheduled for Sunday, February 9, 2025. The funding\nrequest will pay for increased costs of event management, compliance and fees. This\namendment will result in a new contract not to exceed the amount of $135,000 for Fiscal\nyear 2024-25.\nRecommended Action: City Council approve a contract amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the current contract by and\nbetween the City of Alhambra and Alhambra Chamber of Commerce (C2M23-24) for\nLunar New Year Festival event coordination in an amount not to exceed $15,000;\nappropriate $15,000 to the 2024-25 Fiscal Year Budget for the execution of this\namendment; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-190)

AWARD CONTRACT: FY 2022-2023 SB1 STREET REHABILITATION PROJECT –\nF2M22-39, N2M24-91, C2M24-62, M2M24-191\nThe FY 2022-23 SB1 Street Rehabilitation Project is located in the northwest area of the\nCity. The project consists of two distinct areas, including residential streets within the\nEmery Park Hills Historic Neighborhood and several mixed-use streets immediately to the\neast of the neighborhood. In total, there are twenty streets included in this project. The\nNotice Inviting Bids for this Project was authorized by Council on July 22, 2024. On\nSeptember 19, 2024, the City Clerk received eight bids that ranged from $2,042,913.00 to\n$2,598,712.00. Staff reviewed the bids and found the bid received from DASH\nConstruction Company, Inc. in the amount of $2,042,913.00 is the lowest responsible bid.\nDASH Construction Company, Inc. has the necessary licenses to complete the work and\nhas conducted similar scale projects in surrounding cities.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to DASH Construction Company, Inc. in\nthe amount of $2,042,913.00 for the FY 2022-23 SB1 Street Rehabilitation Project; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. 14. NOTICE INVITING BIDS: REPLACEMENT OF THE CHILLER UNIT AT THE\nALHAMBRA POLICE DEPARTMENT – F2M24-66, N2M24-127\nThe chiller unit at Alhambra Police Department was an original install when the Police\nDepartment building was built. In the recent months, the building had experienced several\nHeating, Ventilation, and Air Conditioning (HVAC) related issues that necessitated service\ncalls from the HVAC provider. Some repairs were made; however, replacement was\nrecommended for the chiller unit due to age. The typical life cycle of a chiller is between\n15 to 20 years and the unit is already beyond that life cycle. The facilities assessment\nreport identified citywide projects for the next 10 years beginning in 2021. The report\nidentified the chiller at the Police station to be replaced.\n7\n10-14-24\nRecommended Action: City Council authorize staff to issue a Notice Inviting Bids for\nthe replacement of the chiller unit at Alhambra Police Department; and, direct staff to\nundertake the steps necessary to finalize Council’s action.

15. AWARD CONTRACT: PURCHASE OF A POLICE PATROL VEHICLE – F2M24-6A,\nC2M24-63, M2M24-193\nCurrently, the repairs to a damaged police vehicle are beyond the value of the patrol car.\nAs a result, staff is seeking to purchase one police patrol vehicle to replace the totaled\nvehicle through a cooperative purchase agreement. A cooperative purchase is allowable\nper Alhambra Municipal Code 3.36.080(B)(3). On September 15, 2021, Sourcewell\nopened four bids for procuring vehicles, cars, vans, SUVs, and light trucks with related\nequipment, accessories, and services. Sourcewell awarded contract 091521-NAF to\nNational Auto Fleet Group on November 4, 2021 - a contract that does not expire until\nNovember 8, 2025. Per the Sourcewell bid specifications, there is the option of purchasing\npolice vehicles. Staff is recommending purchasing one police vehicle utilizing this option.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and the City Attorney, to National Auto Fleet Group for the\npurchase of one police patrol vehicle in the amount of $54,352.14; direct the Finance\nDirector to allocate the insurance payment of $35,611.88 for the totaled police patrol\nvehicle to account number 507.70.2010.90803; allocate $18,740.26 from the equipment\nfund to cover the remaining cost of the purchase; and, direct staff to undertake the steps\nnecessary to finalize Council’s action. BUDGET APPROPRIATION FOR ENVIRONMENTAL SCIENCE ASSOCIATES (ESA)\nTO PROVIDE PROFESSIONAL CONSULTING SERVICES TO ASSIST IN MANAGING\nTHE IMPLEMENTATION PROGRAMS CONTAINED IN THE 2021-2029 HOUSING\nELEMENT – F2M24-27, C2M24-43, M2M24-192\nOn June 24, 2024, the City Council awarded a contract to ESA for managing the\nimplementation programs identified in the Housing Element, through October 31, 2029,\nwith a total contract amount not to exceed $2,456,634. Staff had originally budgeted a\npro-rata amount of $491,327 for the first year as a placeholder but as a result of additional\nguidance from HCD, additional programs were identified to be prioritized to be addressed\nin the first year. As a result, ESA proposed a budget amount of $622,689 for the first year\nof the contract (FY 2024-25). As such, additional appropriation is needed to fully fund the\nexpenses anticipated during the first year of the contract. The overall contract price stays\nthe same. Staff recommends a budget appropriation from the general plan restricted funds\naccount.\nRecommended Action: City Council approve a budget appropriation for the contract\nwith Environmental Science Associates (ESA) to provide professional consulting services\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement (C2M24-43); and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action. 20. CONSIDERATION AND FIRST READING OF AN ORDINANCE RE-ADOPTING THE\nPRIMA FACIE SPEED LIMITS IN THE CITY – F96-33, F2M14-9, O2M24-4840\nThe City of Alhambra’s Public Works Department completed an Engineering and Traffic\nSurvey (Speed Survey) for 88 street segments citywide and prepared the City of Alhambra\n2023/2024 Engineering and Traffic Survey, which the City Council approved and adopted\nat its August 26, 2024 meeting. The purpose of an engineering and traffic survey is to\nestablish updated speed limits that can be legally enforced using radar at pre-determined\nlocations. Engineering and traffic surveys can be an enforceable document for a maximum\nof 14 years as long as there have not been any significant changes in roadway or traffic\nconditions, including, but not limited to, changes in adjoining property or land use, roadway\nwidth, or traffic volumes (for example a traffic signal, road diet, bike lanes, road widening,\netc.). States and local agencies should conduct engineering studies at least once every 5,\n7 or 14 years, in compliance with the California Vehicle Code (CVC Section 40802) to\nreevaluate non-statutory speed limits on segments of their roadways. On September 9,\n2024, the City Council adopted Ordinance No. O2M24-4839, updating the prima facie\nspeed limits set forth in Chapter 11.08 based upon the 2023/2024 speed survey. At that\nmeeting it was noted that some of the existing provisions of Chapter 11.08 appeared to\nbe internally inconsistent. The proposed ordinance eliminates the references to prior\nordinances and replaces the speed limit tables with lists of street segments set forth in the\n2023-2024 survey to ensure internal consistency.\n9\n10-14-24\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4840: An Ordinance of the Alhambra City Council\namending Chapter 11.08 of the Alhambra Municipal Code to re-adopt prima\nfacie speed limits in the City\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on October 28, 2024.

SECOND READING AND ADOPTION OF AN ORDINANCE ADDING CHAPTER 5.92\nTO THE ALHAMBRA MUNICIPAL CODE TO ESTABLISH REGULATIONS FOR\nSHORT-TERM RENTALS – F2M18-35, F2M24-33, O2M24-4836\nOn August 26, 2024 and September 23, 2024, the City Council considered an amendment\nto the Alhambra Municipal Code to include new regulations for short-term rentals (STRs).\nFollowing the presentation and public comment, the Council provided additional direction\nto add the following additional regulations: 1) Host: Host will be defined as a natural person\nor persons who are the owner of record on a property as illustrated on a deed or legal\ndocument. 2) Eligibility: Types of dwelling units that are eligible to be used as short-term\nrentals are single family residences, duplexes, condominiums, townhomes and multi-\nfamily rental units in buildings of less than 5-units total. 3) Building Inspection Report:\nInspections for all units were not feasible because of the amount of time needed. In lieu\nof an inspection, a building inspection report will be required to be submitted to the City\nannually to self-certify that the unit complies with regulations. Staff will be available to\nconduct inspections on a case-by-case basis. 4) Cap on STR Permits: The City will only\nissue STR permits up to a maximum of 500 active permits at any given time, or such other\ncap as set by City Council resolution. 5) Occupancy Limits: The maximum number of\noccupants for a short-term rental remain as originally proposed because an occupancy\nlimit would be unfeasible on properties with more than three bedrooms. The current\noccupancy limits provide consistency and avoids disruption to existing STR operations. 6)\nGrace Period to Obtain Permits: The grace period to obtain a short-term rental permit will\nbegin March 1st. Anticipating, the Ordinance is adopted and goes into effect January 1st,\noutreach efforts will be conducted to ensure that all potential applicants are informed about\nthe process and requirements for obtaining the necessary STR permit. The STR permit\nwill be set to renew annually from the date that the permit was issued. 7) Appeal Process:\nAn appeal process for a short-term rental revocation will be heard by the Planning\nCommission. Essentially, if a Host receives 3 violations in a 12-month period, their permit\nwill be revoked. The operator can appeal that revocation to the Planning Commission.\nStaff is requesting that the City Council introduce O2M24-4836 for its second reading and\nadopt the ordinance.\nRecommended Action: City Council declare introduced for its second reading and\nadopt the following ordinance entitled:\nOrdinance No. O2M24-4836: An Ordinance of the Alhambra City Council\nadding Chapter 5.92 – Short Term Rentals - to the Alhambra Municipal\nCode to protect public health, safety, and welfare by ensuring that the\ncharacteristics of residential neighborhoods are preserved\n10\n10-14-24

ORDINANCE ADDING CHAPTER 6.28 TO THE ALHAMBRA MUNICIPAL CODE TO\nESTABLISH VACANT PROPERTY REGULATIONS – F2M24-33, O2M24-4841\nThe City Council identified in the 2024 Strategic Plan Goal Three: Create a Strong\nFinancial Base and Strong Economic Base (Economic Development). One of the goal’s\nobjectives is to develop a program to address vacant commercial properties causing poor\nimage. The vacant property regulations are intended to ensure vacant commercial\nproperties are maintained and secured and to prevent the property from becoming a\nnuisance to the community. The regulations will require property owners to register with\nthe City and pay an annual fee within 30 days after being notified by the City, post property\nmanagement contact information on the property, and follow maintenance requirements.\n2\n10-14-24\nThese requirements include: Property owner registration requirements including contact\ninformation of the property owner and/or property management company if the property\nowner is not within 40 miles of Alhambra; Building maintenance requirements including\ngraffiti removal, and window cleanliness; Landscaping and irrigation plan to ensure the\nproperty is maintained free of dry plants and weeds; Fencing requirements including\ninstallation of fencing materials around the perimeter of the property; and, Security\nrequirements including maintaining windows, doors, and other entrances. In addition, the\nregulations will provide additional support by activating vacant ground-floor commercial\nproperties with window vinyl decals in the storefront windows. Staff will work with property\nowners to provide design and installation guidance. The window decals will be on the\nstorefronts while the buildings remain vacant and/or under construction.\nRecommended Action: City Council declare introduced for its first reading the\nfollowing ordinance entitled:\nOrdinance No. O2M24-4841: An Ordinance of the Alhambra City Council\nadding Chapter 6.28 - Vacant Property Regulations – to the Alhambra\nMunicipal Code to protect public health, safety, and welfare by ensuring that\nthe characteristics of the City are preserved\nwhich ordinance shall return for a second reading and adoption at the next Council\nmeeting on October 28, 2024.\nCONSENT AGENDA (Item Nos. 4 – 21)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.

ACCEPT ZIPBOOKS GRANT: CALIFORNIA STATE LIBRARY FOR BOOK DELIVERY\nAND APPROPRIATE FUNDS – F2M24-18, M2M24-183\nThe Library applied for and received a $4,302 grant from the California State Library to\ncontinue the purchasing of physical print and audio books to meet unique patron requests\nand to support book delivery services to home or facility bound Alhambra residents. This\nprogram aims to meet immediate patron requests of items the Library does not currently\nown and will enhance access for community members who have limited ability to access\nthe Library’s physical building and its collection.\nRecommended Action: City Council accept $4,302 from the California State Library\nfor the Zipbooks program; appropriate revenue and expenditure funds in the amount of\n$4,302; authorize the City Manager or designee to sign the grant agreement, subject to\nfinal language approval by the City Manager and City Attorney, with the California State\nLibrary; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-183)

5. ACCEPT GRANT: OFFICE OF TRAFFIC SAFETY – PEDESTRIAN AND BICYCLE\nSAFETY PROGRAM – F2M24-18, M2M24-184\nThe goal of the Office of Traffic Safety and Pedestrian Bicycle Safety Program is to reduce\nthe number of individuals killed or injured from collisions involving pedestrians and\n3\n10-14-24\nbicyclists through grant funding for local law enforcement agencies. The Alhambra Police\nDepartment intends to utilize funding for the FY 2024-2025 Pedestrian and Bicycle Safety\nProgram to enhance community safety through various educational programs. Such\nprograms and services will include classroom education, bicycle rodeos, community\nevents and presentations on an overtime basis. Participation in programs such as National\nWalk to School Day, National Bicycle Safety Month, National Pedestrian Safety Month\nand California’s Pedestrian Safety Month. In addition, the Police Department intends to\nuse grant funding to purchase bicycle helmets to be distributed to community members at\nvarious events throughout the grant cycle.\nRecommended Action: City Council accept the Office of Traffic Safety (OTS) grant\nin the amount of $35,000; appropriate revenue and expenditure funds in the amount of\n$35,000; authorize the Chief of Police to enter into a contract with the Office of Traffic\nSafety for grant implementation; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. RESOLUTION: ACCEPT DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL\nGRANT – F2M11-40A, R2M24-45, M2M24-185\nStaff requests that the City Council adopt a resolution to accept the award of grant funds\nin the amount of $39,100 from the Department of Alcoholic Beverage Control (ABC).\nWith the assistance of ABC grant funds, the Alhambra Police Department will have the\nmeans to conduct expert training to assist police officers in the prevention and detection\nof alcohol sales to underage consumers. The grant will also allow the Police Department\nto conduct specialized training for owners, managers, and staff at licensee locations to\nbetter inform these individuals about ABC regulations and best practice methods. The\nfunds awarded by ABC will enhance public awareness of underage drinking and law\nenforcement efforts being dedicated to combat this issue.\nRecommended Action: City Council 1) adopt Resolution No. R2M24-45 entitled: A\nResolution of the City Council of the City of Alhambra accepting the award of grant funds\nfrom the Department of Alcoholic Beverage Control and authorizing the Chief of Police to\nexecute all related agreements with the State in relation thereto to accept the award of\ngrant funds in the amount of $39,100 from the Department of Alcoholic Beverage Control;\n2) appropriate $39,100 in revenue and expenditure funds in the 2024-25 Fiscal Year\nBudget to implement grant activities; 3) instruct the City Clerk to send a certified copy of\nResolution No. R2M24-45 to the Department of Alcoholic Beverage Control; and, 4) direct\nstaff to undertake the steps necessary to finalize Council’s action. APPROVAL OF MEMORANDUM OF AGREEMENT FOR THE 626 GOLDEN STREETS\nMISSION TO MISSION 2025 EVENT – F2M24-16, M2M24-186\nOn July 24, 2024, the City Council approved the intent to participate in the 626 Golden\nStreets Mission to Mission event and authorized the City Manager or designee to execute\nthe Memorandum of Understanding. The San Gabriel Valley Council of Governments\n(SGVCOG) secured $400,000 in Proposition C funds to host the 626 Golden Streets\nMission to Mission event, with costs for outreach, pre-event planning, and day of event\nstaging. Programming requires a set amount of in-kind or local fund match from the\nparticipating agencies. The SGVCOG and the cities of Alhambra, South Pasadena and\nSan Gabriel have partnered to host the event as a contiguous open street event on June\n4\n10-14-24\n22, 2025 from South Pasadena to San Gabriel. Alhambra’s in-kind match for the event is\n$20,000. The in-kind match will be paid through staff time, services and City-hosted\nactivities at the Downtown Alhambra hub.\nRecommended Action: City Council approve a Memorandum of Agreement (MOA),\nsubject to final language approval by the City Manager and City Attorney, by and between\nthe San Gabriel Valley Council of Governments (SGVCOG) and the cities of Alhambra,\nSan Gabriel, and South Pasadena to share resources and host the 626 Golden Streets\nMission to Mission event on June 22, 2025 from 3:00 p.m. to 8:00 p.m.; authorize the City\nManager to execute said MOA; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action. NOTICE OF COMPLETION: ENVIRONMENTAL ASBESTOS ABATEMENT AT THE\nSHORB CLINIC – F2M24-21, C2M24-37, M2M24-187\nOn May 13, 2024, the City Council awarded a contract to Unlimited Environmental Inc. for\nthe abatement of asbestos at the former Alhambra Health Center (Shorb Clinic) in the\namount of $184,000. There were two change orders to the project. The change orders\nincluded: removal and disposal of two transite pipes, removal of plaster and red brick to\naccess pipes and re-installation of plywood on building windows. The change orders\ntotaled $18,042.16 for a final contract amount of $202,042.16 Staff has inspected this\nproject, and all work has been completed in accordance with the City’s requirements and\nspecifications. As such, it would be appropriate for the City Council to accept this project\nas complete.\nRecommended Action: City Council accept the work of Unlimited Environmental Inc.\nfor the abatement of asbestos at the former Alhambra Health Center as complete in the\namount of $202,042.16; direct the City Clerk to file a Notice of Completion with the County\nof Los Angeles for recordation; instruct the Finance Director to release the 5 percent\nretention 35 days from the date of recordation if no liens are filed; and, direct staff to\nundertake the steps necessary to finalize Council’s action. AMEND CONTRACT WITH WEST COAST ARBORISTS – F96-35, C2M10-26, M2M24-\n188\nOn June 24, 2024, the City entered into a contract with West Coast Arborists Inc., the\ncurrent provider of tree maintenance services. An amendment is necessary to expand the\ncurrent FY 2024-25 contract amount for tree removal, according to the pre-negotiated\nrates as stated in Contract No. C2M10-26.\nRecommended Action: City Council amend the contract with West Coast Arborists,\nInc. for the removal of trees in addition to the current FY 2024-25 contract in an amount\nnot to exceed $51,270.50; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
