16. BUDGET APPROPRIATION FOR ENVIRONMENTAL SCIENCE ASSOCIATES (ESA)\nTO PROVIDE PROFESSIONAL CONSULTING SERVICES TO ASSIST IN MANAGING\nTHE IMPLEMENTATION PROGRAMS CONTAINED IN THE 2021-2029 HOUSING\nELEMENT – F2M24-27, C2M24-43, M2M24-192\nOn June 24, 2024, the City Council awarded a contract to ESA for managing the\nimplementation programs identified in the Housing Element, through October 31, 2029,\nwith a total contract amount not to exceed $2,456,634. Staff had originally budgeted a\npro-rata amount of $491,327 for the first year as a placeholder but as a result of additional\nguidance from HCD, additional programs were identified to be prioritized to be addressed\nin the first year. As a result, ESA proposed a budget amount of $622,689 for the first year\nof the contract (FY 2024-25). As such, additional appropriation is needed to fully fund the\nexpenses anticipated during the first year of the contract. The overall contract price stays\nthe same. Staff recommends a budget appropriation from the general plan restricted funds\naccount.\nRecommended Action: City Council approve a budget appropriation for the contract\nwith Environmental Science Associates (ESA) to provide professional consulting services\nto assist in managing the implementation programs contained in the 2021-2029 Housing\nElement (C2M24-43); and, direct staff to undertake the steps necessary to finalize the\nCouncil’s action.
