A. CONSIDERATION AND DISCUSSION ON ESTABLISHING A SISTER CITY\nBETWEEN THE CITY OF SAN GABRIEL AND HUALIEN COUNTY, TAIWAN\nREPUBLIC OF CHINA\nIn January 2024, the City Council adopted an official City policy to govern how\nfuture Sister City requests are handled. In June 2024, the City Council approved\na Sister City Agreement with the Banqiao District of New Taipei City in Taiwan\nRepublic of China (R.O.C.). Since that time, Hualien County, Taiwan R.O.C. has\nshown interest in forming a Sister City with San Gabriel and would like to move\nforward with drafting a formal agreement.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as it has no reasonable\npotential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council Discuss and provide direction on\nestablishing a Sister City Program with Hualien County, Taiwan R.O.C. to\npromote cultural diversity. Should the City Council decide to form a Sister City\npartnership, a draft agreement has been attached to the report for\nconsideration.
