E. FISCAL YEAR 2023-2024 YEAR-END APPROPRIATION ADJUSTMENTS\n[RESOLUTION NO. 24-63]\nAs the City’s Fiscal Year 2023-2024 financial books are being closed, it becomes\nnecessary to make budget adjustments prior to the forthcoming audit. These\nadjustments are necessary to allocate additional funds to general fund\ndepartments or other funds that have surpassed their initially allocated or\namended budgets. This report seeks the approval of the City Council for these\nbudget adjustments, which may involve transferring appropriations between\ngeneral fund departments or appropriating funds to a fund that has exceeded\nits budget appropriations. General fund departments and funds that exceed\napproved budgets are disclosed in the audited financial statements.\nAdditionally, this report provides detailed explanations for each of the\nproposed adjustments. Budgeted funds will be adjusted to bring all general\nfund departments and City funds within approved budgets.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-63 approving\nproposed amendments to the annual budget for fiscal year 2023-2024.

F. RESOLUTION NO. 24-53 AMENDING RESOLUTION NO. 14-39, ARTICLE 8.,\nDISPATCHER TRAINING BONUS\nAs the San Gabriel Police Department continues to grow in size and embrace\nnew technology to better serve the community, training new employees is a\nvital step in their development and, more importantly, in the mission of the\norganization. To fulfill the training needs of new employees and to have\ntenured Department employees conduct the training, it is equitable that all\nDepartment employees who train to be fairly compensated for this additional\nresponsibility, which is not part of their current job classification or daily\nresponsibilities. The fiscal impact on the San Gabriel Police Department general\nfund is limited, as the training pay is only applied to full-time employees who\nare actively training a probationary coworker. The bonus is capped at 5% of the\nemployee’s base salary. Training periods regularly last between four and six\nmonths. The cost associated with this amendment is estimated to be $3,600 for\nthe remainder of the fiscal year. Funds are available in the Department budget\nto absorb this additional cost.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-53, amending\nResolution No. 14-39, Article 8, to include the job classifications of Dispatcher,\nProperty and Evidence Technician and Records Specialist to change the title for\nArticle 8.

G. PURCHASE OF AIR RESPIRATORS FROM MALLORY SAFETY AND SUPPLY\nUNDER 2022 STATE HOMELAND SECURITY GRANT PROGRAM IN THE\nAMOUNT OF $51,390.06\nThe San Gabriel Police Department was awarded a grant from the 2022 State\nHomeland Security Program (SHSP) in the amount of $51,363 dedicated to the\nprocurement of Unmanned Aircraft Systems (UAS). Due to an urgent need and\npriority to replace the current aging air respirators, staff is seeking to utilize this\nfunding towards the purchase of sixty-five air respirators to enhance the safety\nof our Police Officers. The initial outlay of $51,363 for the air respirators will be\nfully funded by the 2022 SHSP grant award. The remaining balance of $27.06\nwill come out of the Department’s budget. The deadline to use these funds is\nFebruary 2025 and will be reimbursed within 120 days of the submission of a\nreimbursement request.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to purchase\n65 air respirators equipment using the allocated State Homeland Security\nProgram grant funding.

H. ORDINANCE NO. 710: AMENDING THE VALLEY BOULEVARD SPECIFIC\nPLAN RELATING TO GROUND FLOOR OFFICE USE AND ESTABLISHING\nMINIMUM DENSITIES (SPA24-001) – SECOND READING AND ADOPTION\nOrdinance No. 710 was introduced by a 5-0 vote of the City Council at the\nOctober 1, 2024, City Council meeting. Adoption of Ordinance No. 710 would\namend the Valley Boulevard Specific Plan relating to ground floor office use\nand establish minimum densities intended to implement the goals and\nprograms identified in the 2021-2029 Housing Element. The Fiscal Year 2024-\n2025 adopted budget includes the cost for required legal publication (Account\nNo. 121-702-00-65-000) and codification (Account No. 121-702-00-22-000) of\nthe ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An Initial Study / Negative Declaration (IS/ND) was prepared\nfor the 2021-2029 Housing Element, as required by CEQA, Public Resources Code\n(PRC) Section 21000 et seq., the CEQA Guidelines, and the City of San Gabriel\nLocal Guidelines for Implementing CEQA. The IS/ND considered the policies and\nprograms outlined in the Housing Element. The Housing Element establishes the\nobjectives, policies, and programs to assist the City in achieving state-mandated\nhousing goals. No formal land use changes or physical development would\nrequire separate environmental evaluation.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n710 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Approving Planning Case No. SPA24-001, Amending the Valley\nBoulevard Specific Plan Relating to ground floor office use and establish\nminimum densities intended to implement the goals and programs identified\nin the 2021-2029 Housing Element.”

RESOLUTION NO. 24-55 APPROVING A REQUEST FOR TEMPORARY\nSTREET CLOSURE ON THE 800 BLOCK OF COMMERCIAL AVENUE\nThis item requests a temporary street closure for Ogopogo Brewing’s 6 th\nAnniversary Celebration on Saturday, October 26, 2024, on the 800 block of\nCommercial Avenue from South Gladys Avenue to the end of the cul-de-sac.\nThere is no fiscal impact to the budget for this event. A. 405 SOUTH DEL MAR AVENUE\nPLANNING CASE NO: GPA24-001, ZC24-002, DENSITY BONUS AND\nSTREET VACATION (GENERAL PLAN AMENDMENT, ZONE CHANGE)\nAPPLICANT: THE RELATED COMPANIES OF CALIFORNIA, LIMITED\nLIABILITY COMPANY [ORDINANCE NO. 714]\nThe subject request is a General Plan Amendment, Zone Change, Density\nBonus, and Street Vacation to allow for the development of a one hundred\npercent affordable senior housing development at 405 South Del Mar Avenue.\nThe property is zoned M-1 (Light Manufacturing) and has a General Plan Use\nDesignation of Light Industrial. The project site is 70,307 square feet (1.6 acres)\nin size, including a 12-foot street vacation totaling 11,392 square feet, and is\ncurrently vacant. The Fiscal Year 2024-2025 Adopted Budget includes the cost\nfor required legal publication (Account No. 121-702-00-65-000) and\ncodification (Account No. 121-702-00-22-000) of the ordinance, if adopted by\nthe City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: This project was\nreviewed for compliance with the California Environmental Quality Act (CEQA).\nThis project is exempt from the requirements of CEQA, per Guideline Section\n21080.40 (Definitions; affordable housing projects and rezoning exemption).\nTechnical studies, including traffic, acoustic, and a Phase I and Phase II\nenvironmental site assessment were prepared by the applicant team and\nsubmitted to the City and Department of Toxic Substances Control for review.\nOn July 23, 2024, the City submitted letters requesting tribal consultation with\nthe associated tribal representatives by August 22, 2024. The City received a\nrequest for consultation from the Gabrielino Band of Mission Indians – Kizh\nNation. Consultation concluded on September 3, 2024. The project site has a\nmoderate sensitivity for buried Native American archaeological deposits and\ncultural materials. Therefore, the potential to tribal cultural resources on-site is\nmoderate. Given the moderate sensitivity of the project site, even with the\nprevious disturbance, there could still be a moderate likelihood of encountering\ntribal cultural resources during project construction. The Native American Historic\nResource Act; Archaeological, Paleontological, and Historic Sites; Native\nAmerican Historical, Cultural, and Sacred Sites (Public Resources Code Section\n5097-5097.994) specifies the procedures to be followed in the event of unexpected\ndiscovery of human remains on nonfederal public lands. Adherence to existing\nState regulations and the procedures in the City’s Historic Preservation and\nCultural Resources Ordinance (SGMC Section 153.630); would ensure that\npotential impacts on tribal cultural resources would be reduced to less than\nsignificant levels.\nRecommended Action:\nThe action of the City Council may be to approve, approve with modifications,\nor deny the General Plan Amendment, Zone Change, Density Bonus, and\nStreet Vacation applications. Staff recommends that the City Council:\n1 . Conduct the public hearing and discuss proposed Ordinance No. 714;\n2 . Waive full reading and introduce Ordinance No. 714 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN\nGABRIEL, CALIFORNIA, APPROVING PLANNING CASE NUMBERS\nGPA24-001, ZC24-002, DENSITY BONUS, STREET VACATION TO\nALLOW FOR AN ONE HUNDRED PERCENT AFFORDABLE SENIOR\nHOUSING DEVELOPMENT AT 405 SOUTH DEL MAR AVENUE,\nSUBJECT TO CONDITIONS OF APPROVAL\n3. Waive future reading of the Ordinance and schedule the second\nreading and adoption of the Ordinance for the next regular City\nCouncil meeting. The Ordinance would then become effective 30 days\nafter adoption.

A. CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH\nFARM HABITS FOR THE CERTIFIED FARMER’S MARKET AND BUDGET\nAPPROPRIATION OF AN ADDITIONAL $4,000 FOR MARKETING AND\nEQUIPMENT [RESOLUTION NO. 24-62]\nIn late April, the City and Supporting Arms launched the San Gabriel Farmer’s\nMarket. Despite many efforts, the Farmer’s Market was not able to consistently\nretain vendors, attendance to the event decreased. At the August 20, 2024, City\nCouncil meeting, the City Council directed staff to return with an agreement to\nonboard Farm Habits as the new farmer’s market operator. The Council\ndetermined that the closure of Mission Drive adjacent to Blossom Market Food\nHall would be the best location to relaunch the market and to host the market\non Saturday mornings. At the September 17, 2024, City Council meeting, the\nCouuncil continued the item to allow time for the owner of Farm Habits to\nattend the meeting. The intent of this report is to present the City Council with\nthe draft agreement with Farm Habits for consideration and approval and to\ndiscuss the next steps toward relaunching the farmer’s market. $25,000 would\nbe needed to cover equipment rental costs as well as advertising and marketing\nefforts for fiscal year 2024-2025. The fiscal year 2024-2025 includes $21,000 for\nthe farmer’s market special event. To meet the staff recommended $25,000\nbudget for the event, and additional $4,000 will need to be appropriated to the\nfiscal year 2024-2025 budget for this special event. The fee waiver, if approved,\nwould reduce the potential revenue by $3,237.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Review and authorize the Professional Services Agreement with Farm\nHabits and authorize the City Manager to execute it;\n2. Adopt Resolution No. 24-62 for the appropriation of funds; and\n3. Approve a fee waiver of all business license fees and taxes for the\nfarmer’s market.

A. CONSIDERATION AND DISCUSSION ON ESTABLISHING A SISTER CITY\nBETWEEN THE CITY OF SAN GABRIEL AND HUALIEN COUNTY, TAIWAN\nREPUBLIC OF CHINA\nIn January 2024, the City Council adopted an official City policy to govern how\nfuture Sister City requests are handled. In June 2024, the City Council approved\na Sister City Agreement with the Banqiao District of New Taipei City in Taiwan\nRepublic of China (R.O.C.). Since that time, Hualien County, Taiwan R.O.C. has\nshown interest in forming a Sister City with San Gabriel and would like to move\nforward with drafting a formal agreement.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines, as it has no reasonable\npotential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council Discuss and provide direction on\nestablishing a Sister City Program with Hualien County, Taiwan R.O.C. to\npromote cultural diversity. Should the City Council decide to form a Sister City\npartnership, a draft agreement has been attached to the report for\nconsideration.
