H. ORDINANCE NO. 710: AMENDING THE VALLEY BOULEVARD SPECIFIC\nPLAN RELATING TO GROUND FLOOR OFFICE USE AND ESTABLISHING\nMINIMUM DENSITIES (SPA24-001) – SECOND READING AND ADOPTION\nOrdinance No. 710 was introduced by a 5-0 vote of the City Council at the\nOctober 1, 2024, City Council meeting. Adoption of Ordinance No. 710 would\namend the Valley Boulevard Specific Plan relating to ground floor office use\nand establish minimum densities intended to implement the goals and\nprograms identified in the 2021-2029 Housing Element. The Fiscal Year 2024-\n2025 adopted budget includes the cost for required legal publication (Account\nNo. 121-702-00-65-000) and codification (Account No. 121-702-00-22-000) of\nthe ordinance.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). An Initial Study / Negative Declaration (IS/ND) was prepared\nfor the 2021-2029 Housing Element, as required by CEQA, Public Resources Code\n(PRC) Section 21000 et seq., the CEQA Guidelines, and the City of San Gabriel\nLocal Guidelines for Implementing CEQA. The IS/ND considered the policies and\nprograms outlined in the Housing Element. The Housing Element establishes the\nobjectives, policies, and programs to assist the City in achieving state-mandated\nhousing goals. No formal land use changes or physical development would\nrequire separate environmental evaluation.\nRecommended Action:\nStaff recommends that the City Council waive reading and adopt Ordinance No.\n710 entitled, “An Ordinance of the City Council of the City of San Gabriel,\nCalifornia, Approving Planning Case No. SPA24-001, Amending the Valley\nBoulevard Specific Plan Relating to ground floor office use and establish\nminimum densities intended to implement the goals and programs identified\nin the 2021-2029 Housing Element.”
