10. CONSIDERATION OF APPROVAL OF A DISCRETIONARY FUNDS REQUEST FROM COUNCILMEMBER CACCIOTTI IN THE AMOUNT OF UP TO $400 FOR THE AVON PLACE ANNUAL HALLOWEEN BLOCK PARTY EVENT\nRecommendation\nIt is recommended that the City Council:\n1. Find that the requested allocation of discretionary funds to support the Avon Place Annual Halloween Block Party (Event) serves a public purpose benefitting the City; the expenditure is free from any conflict of interest that arise from the use of the funds; and that the expenditure is not a gift to any individual, corporation or municipality and is only used to benefit the general public of the City; and\n2. Based on such findings approve the requested expenditure of discretionary funds of up to $400 to support the Event.
