3.9 ECONOMIC DEVELOPMENT ADMINISTRATION 2024\nBUILD TO SCALE PROGRAM APPLICATION FOR\nCREATION OF AN INNOVATION AND\nENTREPRENEURIAL DEVELOPMENT FACILITY\nACTION:\n1) Authorize the City Manager, or designee, to submit a\ncompetitive grant application to the U.S. Economic\nDevelopment Administration's 2024 Build to Scale\nProgram, which will require local matching funds up to\n$1,000,000 per year (totaling $4,000,000), for the\nestablishment of an innovation and entrepreneurial\ndevelopment facility.\n2) Authorize the Mayor to sign the letter on behalf of the\nCity, committing the City to the minimum required\nmatch.\n3.9
