5.2 CONSIDER PURCHASE OF 17572 AND 17622\nARMSTRONG AVENUE TO ADVANCE\nDEVELOPMENT OF THE SYSTEM TO SUPPORT\nAND ADDRESS AT-RISK AND HOMELESS\nPOPULATIONS IN IRVINE\nACTION:\n1) Authorize the City Manager to finalize a Real Estate\nPurchase and Sale Agreement for the property at\n17572 and 17622 Armstrong Avenue, for use as part of\nthe City's health and wellness strategy to address\nIrvine's at-risk and homeless populations.\n2) Approve a budget appropriation of $18,500,000 for\nthe purchase of 17572 Armstrong and 17622 Armstrong\nAvenue.\n3) Approve a budget appropriation and expenditure of\nan amount not to exceed $1,500,000 for associated\nproperty acquisition and site redevelopment capital\nimprovement efforts, inclusive of insurance, due\ndiligence, brokerage fees, and site design services.\n5.2
