B. The Mayor shall invite the person or entity that filed the\napplication to make a presentation. The applicant shall have\na reasonable amount of time to present evidence or\ntestimony relevant to any issue before the City Council. The\nCity Council, City Manager, or City Attorney may ask\nquestions of the applicant or any witness presented by the\napplicant.
