8.7 FOURTH AMENDMENT TO A PROFESSIONAL SERVICE AGREEMENT WITH\nRAMBOLL FOR THE CONTINUED ADVISORY AND IMPLEMENTATION SERVICES\nINCLUDING COMPLETION OF A REMEDIAL ACTION PLAN ("RAP") AND\nREMEDIATOIIN OF ENVIRONMENTALLY IMPACTED AREAS AT AND AROUND\n11600 LONG BEACH BOULEVARD BASED ON THE AWARD OF THE DTSC-ECRG\nGRANT\nComments:\nThe City entered into a Development Agreement with Lynwood Springs LLC in July 2022\nto redevelop the Site and several nearby properties. The redevelopment of site is being\ncompleted in a manner consistent with the Lynwood Transit Area Specific Plan (LTASP)\nas the remediation of the subject site is crucial to future development of Lynwood and\nproperties with the LTASP in general.\nThe proposed Scope of Work for this Fourth Amendment would allow for not only\nsatisfaction of the RWQCB and DTSC objectives, but also the City’s hopes for a long-\nawaited market. Remediation and development of the market will contribute to expedite\nthe redevelopment of these properties located within the Lynwood’s Transit Area Specific\nPlan district. (CD)\nRecommendation:\nStaff recommends that the City Council adopt the following resolution entitled: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF\nLOS ANGELES, STATE OF CALIFORNIA AUTHORIZING THE FOURTH AMENDMENT\nTO A PROFESSIONAL SERVICE AGREEMENT WITH RAMBOLL TO EXTEND THE\nTERM OF THE AGREEMENT AND INCREASE THE ALLOCATION TO A NOT TO\nEXCEED AMOUNT OF $193,257.53 FOR ENVIRONMENTAL SERVICES RELATED TO\nTHE SCOPE OF WORK OUTLINED IN THE DEPARTMENT OF TOXIC SUBSTANCE\nCONTROL – EQUITABLE COMMUNITY REVITALIZATION GRANT (DTSC-ECRG) AT\nPROPERTY LOCATED AT AND AROUND 11600 LONG BEACH BOULEVARD BASED\nON THE AWARD AND CONTRACT OF THE DTSC-ECRG GRANT; AND, ALLOCATE\nAN APPROPRIATION FROM THE 11600 LONG BEACH DTSC-ECRG ACCOUNT TO\nCOVER COST OF SAID PROFESSIONAL SERVICE AGREEMENT.”
