9.a PUBLIC HEARING TO CONSIDER INTRODUCTION OF ORDINANCE NO. 2024-1251\nAMENDING TITLE 19 TO UPDATE THE CITY’S ZONING ORDINANCE FOR BY-RIGHT\nHOUSING DEVELOPMENT APPROVAL TO MEET STATE LAW & APPROVING THE LCP\nAMENDMENT & EXEMPTION PER CEQA GUIDELINES\nSECTION 15061(b)(3). (0660-95)\nRecommendation:\nThat the City Council hold the public hearing to consider the public input on the item and:\n1. If desired, proceed with the introduction of Ordinance No. 2024-1251 by title only\nand waive further reading of the ordinance and set the matter for its second reading\nand adoption at the next regularly scheduled City Council meeting; and\n2. Adopt Resolution No. 2024-082 approving the proposed Local Coastal Program\nAmendment (LCPA-23-0001), finding and certifying that the proposed zoning\namendment (Ordinance 2024-1251) is consistent with the Coastal Act and finding\nan exemption pursuant to California Environmental Quality Act (CEQA) Guidelines\nSection 15061(b)(3) (the common sense exemption).
