10.b PUBLIC HEARING TO CONSIDER ADOPTION OF (1) AFFORDABLE HOUSING\nAGREEMENT WITH HOUSING ASSET FUND LOAN ($625,000); (2) CITY FEE\nDEFERRAL; AND (3) DEVELOPMENT ENTITLEMENT EXTENSION FOR 50 UNIT AFF.\nSENIOR HOUSING & NEIGHBORHOOD CENTER AT 455 PALM AVENUE\n(WAKELAND HOUSING & DEVELOPMENT). (0600-20)\nRecommendation:\nThat the City Council and Housing Authority hold the public hearing, receive public\ncomments, and consider:\n• Adoption of a Resolution of the Imperial Beach Housing Authority Resolution HA-\n24-21 (I) approving the Affordable Housing Agreement by and between the\nImperial Beach Housing Authority and Wakeland IBNCA LP, including\nattachments, for the Imperial Beach Neighborhood Center Apartments located at\n455 Palm Avenue, Imperial Beach, California, (II) authorizing and establishing the\nterms and conditions for the deferral of certain City fees for the development of the\nImperial Beach Neighborhood Center Apartments as an affordable residential\nrental project for senior lower income households; and (III) approving and\nauthorizing other related actions; and\n• Adoption of Resolution 2024-081 (I) approving the Affordable Housing Agreement\nby and between the Imperial Beach Housing Authority and Wakeland IBNCA LP,\nincluding attachments, for the Imperial Beach Neighborhood Center Apartments\nlocated at 455 Palm Avenue, Imperial Beach, California, (II) authorizing and\nestablishing the terms and conditions for the deferral of certain City fees for the\ndevelopment of the Imperial Beach Neighborhood Center Apartments as an\naffordable residential rental project for senior lower income households; and (III)\napproving and authorizing other related actions; and\n• Adoption of Resolution 2024-080 approving a time extension for Regular Coastal\nDevelopment Permit (CP-22-0013), Conditional Use Permit (CUP-22-0013),\nDesign Review Case (DRC-22-0025), Site Plan Review (SPR-22-0026) and\nCategorical Exemption pursuant to California Environmental Quality Act (CEQA)\nGuidelines Section 15332 (In-Fill Development Projects) for the demolition of the\nexisting structures and construction of a new 50-unit affordable senior housing and\nneighborhood center project at 455 Palm Ave.
