8. RECOMMENDATION OF APPROVAL OF CONSTRUCTION CONTRACT WITH HARDY &\nHARPER, INC. FOR THE EASTERN AVENUE IMPROVEMENTS PROJECT (CIP NO.3918)\nRecommendation of approval of a Construction Contract with Hardy & Harper, Inc. for the Eastern\nAvenue Improvements Project (CIP No. 3918).\nRecommendation:\nIt is staff's recommendation that the City Council:\n4\n1. Award a Construction Contract to Hardy & Harper, Inc. in the amount of $1,278,900.00 for the\nEastern Avenue Improvements Project (CIP No. 3918); and\n2. Authorize the City Manager to execute the Construction Contract and approve change orders\nthat may be necessary during construction to cover any unforeseen condition in an amount not\nto exceed 10% of the Construction Contract.
