11. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

CITY COUNCIL APPOINTMENT TO EXTERNAL COMMITTEE - GREATER LOS\nANGELES COUNTY VECTOR CONTROL DISTRICT\nThe City Clerk received a notification that the term of office for Trustee Pedro Aceituno as a\nmember of the Board of Trustees of the Greater Los Angeles County Vector Control District will\nexpire on January 6, 2025.\nRecommendation:\n5\nIt is staff recommendation that the City Council appoint a representative as a member of the Board\nof Trustees of the Greater Los Angeles County Vector Control District for a 2 or 4 year term of\noffice, commencing at noon on the first Monday of January 6, 2025.

ADOPT A RESOLUTION APPROVING AGREEMENT NUMBER Q-1331936 WITH\nDILIGENT CORPORATION FOR A MEETING AGENDA MANAGEMENT SYSTEM\nApprove Agreement Number Q-1331936 with Diligent Corporation for a Meeting Agenda\nManagement Software for City Council, Successor Agency and Commission meetings.\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Approve the attached resolution; and\n2. Authorize the City Manager to execute Agreement Number Q-1331936, approved by the City\nAttorney as to form, with Diligent Corporation for a Meeting Agenda Management Software,\nfor 1 year with the option of 4, 1-year renewals for an agreement not to exceed amount of\n$75,000.00. The first year includes an Annual Subscription Fee of $10,750.00 and a One-\nTime Installation Fee of $1,800.00, bringing the total for Year 1 to $ 12,550. The Annual\nSubscription Fees will increase every year by four percent (4%) on the anniversary of the\nEffective Date.

4. CONSIDERATION OF A RESOLUTION APPROVING A LEASE AGREEMENT AND\nMAINTENANCE AGREEMENT WITH IBE DIGITAL (CERTIFIED AUTHORIZED DEALER\nFOR KONICA MINOLTA BUSINESS SOLUTIONS U.S.A., INC.) FOR THE LEASE AND\nMAINTENANCE OF 14 COPIERS\nConsideration of a Resolution approving a lease agreement and a maintenance agreement with\nIBE Digital (Certified Authorized Dealer for Konica Minolta Business Solutions U.S.A., Inc.) for the\nlease and maintenance of 14 copiers.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached Resolution approving a Lease Agreement and Maintenance Agreement\nwith IBE Digital (Certified Authorized Dealer for Konica Minolta Business Solutions U.S.A.,\nInc.) for the lease and maintenance of 14 copiers for a total amount not to exceed $280,000\nunder Sourcewell Contract #030321-KON; and\n2. Authorize the City Manager to extend the Maintenance Agreement for an additional two 1-year\nextensions, should the Sourcewell Contract be extended.\n3

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 10/17/2024, 10/22/2024 and 10/29/2024.

CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH EVERGREEN\nSOLUTIONS, LLC FOR CLASSIFICATION AND COMPENSATION STUDY SERVICES\nOF THE CITY'S CITYWIDE CLASSIFICATION AND COMPENSATION PLAN\nConsideration of Professional Services Agreement to assist the City with a classification and\ncompensation study plan.\nRecommendation:\nIt is staff’s recommendation that the City Council to:\n1. Adopt the attached Resolution approving a Professional Services Agreement with Evergreen\nSolutions, LLC in the amount of $42,500 for classification and compensation study of the\nCity’s Citywide Classification and Compensation Plan; and\n2. Authorize the City Manager to execute the Professional Services Agreement and approve\nchange orders that may be necessary during the study to cover any unforeseen issues in an\namount not to exceed $5,000.

8. RECOMMENDATION OF APPROVAL OF CONSTRUCTION CONTRACT WITH HARDY &\nHARPER, INC. FOR THE EASTERN AVENUE IMPROVEMENTS PROJECT (CIP NO.3918)\nRecommendation of approval of a Construction Contract with Hardy & Harper, Inc. for the Eastern\nAvenue Improvements Project (CIP No. 3918).\nRecommendation:\nIt is staff's recommendation that the City Council:\n4\n1. Award a Construction Contract to Hardy & Harper, Inc. in the amount of $1,278,900.00 for the\nEastern Avenue Improvements Project (CIP No. 3918); and\n2. Authorize the City Manager to execute the Construction Contract and approve change orders\nthat may be necessary during construction to cover any unforeseen condition in an amount not\nto exceed 10% of the Construction Contract.

Rescind Resolution No. 2024-70.
