UPLAND PUBLIC LIBRARY HVAC\nREPLACEMENT PROJECT (BID NO. 2024-10)\nCEQA: Determined to be categorically exempt from further environmental review pursuant to\nSection 15301 of the CEQA guidelines.\nRecommended Action:\nApprove the plans and specifications for Project No. 82350, deem the bid from Estate Design &\nConstruction as non-responsive; and award the construction contract to Eco Green Vision,\nLLC, in the amount of $570,000; and approve a construction contingency in the amount of\n$50,000, for a total amount of $620,000.
