Adoption of Resolution No. 2024-014, "A Resolution of the City Council of\nthe City of Baldwin Park, California, Approving the Engineer's Report for\nthe Citywide Landscape and Lighting Maintenance Assessment District for\nFY 2024-2025, Declaring the Intent to Levy and Collect Assessments, and\nSetting a Time and Place for a Public Hearing"\nIt is recommended that the City Council:\n1. Adopt Resolution No. 2024-014 entitled, âA Resolution of the City\nCouncil of the City of Baldwin Park, California, Approving the\nEngineerâs Report for the Citywide Landscape and Lighting\nMaintenance Assessment District for FY 2024-2025, Declaring the\nIntent to Levy and Collect Assessments, and Setting a Time and\nPlace for a Public Hearing.â\n2. Authorize the Director of Public Works to process payment request\nfor Community Economic Solutions, Inc. in an amount not-to-exceed\n$3,000 for preparation of the Engineerâs Report.

Consideration to Adopt Resolution No. 2024-016, Authorizing the City of\nBaldwin Park to Submit an Amendment to the 5-year 2019-2023\nPermanent Local Housing Allocation (PLHA) 5-year Plan from the State of\nCalifornia Department of Housing and Community Development.\nIt is recommended that the City Council adopt Resolution No. 2024-016\non behalf of the City of Baldwin Park and authorize the Chief Executive\nOfficer (CEO) to submit an amendment to the 5-year 2019-2023 PLHA\nplan to include additional eligible activities prior to the June 30th deadline.

Adoption of Resolutions (Resolution No. 2024-017, 2024-018, 2024-019\nand 2024-020) Calling for and Giving Notice of a General Municipal\nElection to be held on Tuesday, November 5, 2024; Resolution Providing\nfor a Procedure for determining by lot a time vote at the November 5,\n2024 of the City's General Municipal Election; Resolution Requesting that\nthe Board of Supervisors of the County of Los Angeles consolidate the\nCity's General Municipal Election with the Statewide Election to be held on\nNovember 5, 2024 Pursuant to Section 10403 of the Elections Code; and\nResolution adopting regulations for Candidate Statements\nIt is recommended that the City Council:\n1. Adopt Resolution No. 2024-017 Calling for and giving notice of a\ngeneral municipal election to be held on Tuesday, November 5,\n2024;\n2. Adopt Resolution No. 2024-18 Providing for a procedure for\ndetermining by lot a tie among candidates at the November 5, 2024\nGeneral Municipal Election in Accordance with Elections Code\nSection 15651.\n3. Adopt Resolution No. 2024-019 Requesting that the Board of\nSupervisors of the County of Los Angeles consolidate the Cityâs\ngeneral municipal election with the statewide election to be held on\nthe same date pursuant to Section 10403 of the California Elections\nCode;\n4. Adopt Resolution No. 2024-020 adopting regulations for candidate\nstatements submitted to the voters at the November 5, 2024\nGeneral Municipal Election.\n5. Authorize the Director of Finance to allocate an amount not to\nexceed $170,000 based on the Countyâs cost estimate for election-\nrelated costs in the FY 2024/25;

Annual Comprehensive Financial Report (ACFR) and Single Audit for\nFiscal Year 2022-23\nIt is recommended that the City Council receive and file the City of\nBaldwin Park's ACFR and Single Audit for the fiscal year ended June 30,\n2023.

Adoption of Resolution No. 2024-023, "A Resolution of the City Council of\nthe City of Baldwin Park, California, Adopting the Fiscal Year 2024-25\nProject List to be Funded by Senate Bill 1 (SB1) - the Road Repair and\nAccountability Act of 2017"\nIt is recommended that the City Council:\n1. Adopt Resolution No. 2024-023, âA Resolution of the City Council of\nthe City of Baldwin Park, California, Adopting the Fiscal Year 2024-\n25 Project List to be Funded by Senate Bill 1 (SB1) â the Road\nRepair and Accountability Act of 2017â; and\n2. Authorize the Finance Director to appropriate projected FY 2024-25\nSB1 funds in the amount of$1,844,108; and\n3. Authorize the Director of Public Works to file necessary\ndocumentation to satisfy SB1 funding requirements and act as the\nsignature authority.

Accept the construction improvements by Elecnor Belco Electric, Inc\nof Chino, CA and authorize the recordation of a Notice of\nCompletion for City Project No. CIP 21-199 â Traffic Signal\nImprovements at Vineland and Merced Avenue; and\n2. Authorize the release of retention funds in the amount of up to\n$26,190.34 to Elecnor Belco Electric upon the expiration of 35-day\nnotice period.

Second Reading and Adoption of Ordinance 1510, entitled, "AN\nORDINANCE OF CITY COUNCIL OF THE CITY OF BALDWIN PARK\nREPEALING AND REPLACING SECTION 153.170 OF THE MUNICIPAL\nCODE RELATING TO SIGN REGULATIONS TO INCLUDE NEW\nLANGUAGE REGARDING NEW STATIC OR DIGITAL BILLBOARD\nCONSTRUCTION AND BILLBOARD RELOCATION AGREEMENTS,\nINCORPORATION OF PREVIOUSLY APPROVED SIGN REGULATIONS\nTHAT WERE NOT CODIFIED, AND REORGANIZATION OF THE\nCHAPTER AS A WHOLE".\nIt is recommended that the City Council waive further reading and adopt\nOrdinance 1510, entitled, "AN ORDINANCE OF CITY COUNCIL OF THE\nCITY OF BALDWIN PARK REPEALING AND REPLACING SECTION\n153.170 OF THE MUNICIPAL CODE RELATING TO SIGN\nREGULATIONS TO INCLUDE NEW LANGUAGE REGARDING NEW\nSTATIC OR DIGITAL BILLBOARD CONSTRUCTION AND BILLBOARD\nRELOCATION AGREEMENTS, INCORPORATION OF PREVIOUSLY\nAPPROVED SIGN REGULATIONS THAT WERE NOT CODIFIED, AND\nREORGANIZATION OF THE CHAPTER AS A WHOLE".
