Authorize the Chief Executive Officer to approve a no-cost\ntwo-year extension of the Affordable Homeownership\nExpansion Agreement and update to the Project Activities\nand associated funding sources; and\n2. Authorize the Director of Finance to appropriate funding for\nthis updated Program and Project Activities and make the\nnecessary budget adjustment.

Approval of Parcel Map No. 84199 to consolidate five (5) lots,\nabandon a street right-of-way, and a City parking lot into one (1)\napproximate 92,680 square foot lot for the development of the\nZocalo Civic Plaza Project\nIt is recommended that the City Council:\n1. Approve Parcel Map No. 84199, and\n2. Authorize the City Clerk to execute and transmit Parcel\nMap No. 84199 to the County of Los Angeles for\nrecordation.

4. Approve a Request for Proposal for Jail Facility Staffing and\nSupport Services\nIt is recommended that the City Council\n1. Approve the release of the Request for Proposal; and\n2. Direct staff to review and rank the responses to the RFP\nbased on the evaluation criteria; and\n3. Present a recommendation to the City Council, including a\ncost estimate, for the award of the contract.

Approval of Payment for Automated License Plate Readers\n("ALPR") Camera Subscription from Flock Safety (Flock Group,\nInc.) for Fiscal Years 2022-23 and 2023-24\nIt is recommended that the City Council\n1. Approve the payment of two invoices (INV-37827 and INV-\n37828) for the continued lease of thirty (30) Automated\nLicense Plate Reader Cameras from Flock Group INC., for\nthe periods specified above, each in the amount of\n$78,500.00, for a total of $157,000.00; and\n2. Authorize the Director of Finance to transfer the funds\npreviously approved and allocated in the Police Department\nbudget line item 100-30-310-51100-00000 (Consultant\nServices) to 100-30-310-58140-00000 (Lease Expense)\nand process the payments; and\n3. Authorize the Chief of Police or his designee to complete all\nappropriate documentation to process the payments.

Consideration of Adoption of Resolution No. 2024-040\nAuthorizing the Chief Executive Officer to Enter into the\nSettlement Agreement with Kroger Co., Revert Funds to the\nCounty of Los Angeles, and to Execute any Documents\nNecessary to Implement the Action\nUnless the City intends to pursue its own litigation against Kroger\nCo., it is recommended that the City Council opt into the\nSettlement Agreement, revert settlement funds to the County of\nLos Angeles, and authorize the Chief Executive Officer to\nexecute any documents necessary to implement the action.

Adoption of Resolution No. 2024-039 Certifying the Application\nFor Grant Funds, Accepting Grant Funds in the Amount of\n$282,560.00, And Authorizing the Chief of Police to execute The\nCalifornia Cannabis Tax Fund Grant Agreement\nStaff recommends City Council adopt Resolution No. 2024-039\ncertifying the CTFGP application, accepting grant funds in the\namount of $282,560.00 and authorizing the Chief of Police to\nexecute the CTFGP grant agreement.

8. Award Professional Services Agreement to John L. Hunter and\nAssociates to Perform Commercial and Industrial Inspections for\nStormwater Quality Compliance.\nIt is recommended that the City Council:\n1. Authorize the Mayor to execute a Professional Service\nAgreement with John L. Hunter and Associates (JLHA) in\nthe amount not to exceed of $74,850.00 for assistance with\nNPDES and Industrial Waste Program Inspections; and\n2. Authorize the Director of Finance to appropriate an amount\nnot-to-exceed $17,000 from Account 258-50-510-51100-\n15400 and $57,850 from Account 249-50-510-51100-15400\nto fully fund the professional services; and\n3. Authorize the Public Works Director to process the\nnecessary documentation for the requested services.
