Approval of Use Agreement No. 24-10 with the County of Los Angeles\nPublic Works for the Construction and Maintenance of the San Gabriel\nRiver Greening Project and for the Continued Use of County Right-of-Way\nfor Public Recreational Purposes\nIt is recommended that the City Council approve the Use Agreement with\nthe County of Los Angeles for the use of County right-of-way for the\nconstruction and maintenance of the San Gabriel River Bikeway and\nauthorize the Mayor to execute the agreement.

4. Fiscal Year (FY) 2024 Edward Byrne Memorial Justice Assistance Grant\n(JAG) Program\nIt is recommended that the City Council\n1. Review the attached FY 2024 JAG Grant Award Letter/Agreement\nand project budget documentation; and\n2. Provide any comments or feedback to the grant manager within the\n30-day review period; and\n3. Accept the FY 2024 JAG Grant award in the amount of $14,882.00\nand authorize the Mayor to execute the "Certifications and\nAssurances by the Chief Executive of the Applicant Government"\nform and any grant-related documents.\n4. Authorize the Director of Finance to make the necessary\nappropriation and budget amendments.

Authorization to Advertise the Request for Proposal (RFP) for Professional\nPyrotechnic Services for Independence Day Spectacular Event\nIt is recommended that the City Council authorize the advertisement of the\nRFP for professional pyrotechnic services for the Independence Day\nSpectacular event.

6. Ratify Allocation of Permanent Local Housing Allocation (PLHA) Funds to\nSupport Operation of Serenity Homes and Esperanza Villa\nIt is recommended that the City Council:\n1. Ratify the allocation of PLHA Funds to support operation of Serenity\nHomes and Esperanza Villa for interim housing for families and\nadults experiencing homelessness; and\n2. Authorize the Director of Recreation & Community Services to\nprocess the necessary documents associated with the PLHA Funds;\nand\n3. Authorize the Director of Finance to make appropriations, including\nupfront payments from the General Fund, to cover operations, while\nawaiting final approval of the PLHA subrecipient agreements and\nnecessary budget adjustments.
