10.\nApproval of Construction Change Order and Funds Appropriation for the San Gabriel River\nGreening Project\nIt is recommended that the City Council:\n1. Authorize the Director of Finance to appropriate $251,948 from Fund 243 to Account No. 24350-520-58100-15093 and $100,000 from Fund 256 to Account No. 256-50-520-58100-15093\nand to make the necessary budget and purchase order adjustments as needed; and\n2. Authorize the Director of Public Works to execute a change order to the contract agreement\nwith Grifith Co.

11.\nFunding Agreement between the City of Baldwin Park and the County of Los Angeles for Local\nSolutions Fund Contract Number: HI-25-012\nIt is recommended that the City Council\n1. Approve the funding agreement between the County of Los Angeles and the Baldwin Park for\nLocal Solutions Fund – Measure A Local Solution Fund amount $429,718; and\n2. Authorize the Mayor to execute the Agreement; and\n3. Authorize the Acting Director of Recreation & Community Services to execute the Agreement\nand necessary documents associated with the Measure A Local Solution Fund; and\n4. Authorize the Director of Finance to make appropriations and necessary budget adjustments.

12.\nApproval and Adoption of Resolution No. 2025-029 and Consideration of approval to\nMemorandum of Understanding (MOU) with operator Managed Career Solutions (MCS) for\nEast San Gabriel Valley America’s Job Center of California to continue the NextGen Youth\nWorkforce Program\nIt is recommended that the City Council\n1. Approve Resolution No. 2025-029, authorizing the City to enter into a Memorandum of\nUnderstanding (MOU) with Operator Managed Career Solutions (MCS) for East San Gabriel\nValley America’s Job Center of California for the continued provision of workforce\ndevelopment services, effective July 1, 2025, through June 30, 2030; and\n2. Authorize the Mayor to execute the MOU; and\n3. Authorize the CEO to make adjustments as may be necessary to carry out the direction of the\nCity Council; and\n4. Authorize the Director of Finance to carry over any remaining balances from the previously\napproved appropriations in the amount of $83,529 as of May 2025 from the American Rescue\nPlan Act (ARPA) Fund to fund the NextGen youth workforce program in 2025 and 2026.

13.\nAmendment to the City of Baldwin Park’s Comprehensive Salary Schedule in Accordance with\nCalPERS Established Guidelines\nIt is recommended that the City Council\n1. Approve the job title changes from Civilian Dispatcher Supervisor to Police Dispatch\nSupervisor and Civilian Dispatcher to Police Dispatcher; and\n2. Approved the revised job descriptions for Civilian Dispatcher Supervisor, Civilian Dispatcher,\nand Director of Recreation and Community Services job descriptions, subject to any nonsubstantive changes made by Chief Executive Officer and the City Attorney, and subject to\nconditions precedent; and\n3. Approve and adopt Resolution No. 2025-030 amending the City of Baldwin Park’s\nComprehensive Salary Schedule adopted by Resolution 2024-036, to update job titles for the\nabove referenced job classifications.\nPUBLIC HEARING\nREPORTS OF OFFICERS

3.\nApprove Amended Memorandum of Understanding between the City of Baldwin Park and the\nDepartment of Recreation and Community Services Trust for Activity #6 of Permanent Local\nHousing Allocation (PLHA) Funds\nStaff recommends that the City Council:\n1. Approve the amended MOU between the City of Baldwin Park and RCS for the PLHA Funds in the amount of $366,949.12; and\n2. Authorize the CEO to execute the MOU and necessary documents associated with the PLHA\nFunds; and\n3. Authorize the Director of Finance to make the necessary adjustments to the appropriation and\nthe budget.

4.\nApprove Final Tract Map No. 84521 to subdivide one (1) lot into two (2) lots to facilitate the\nconversion of an existing 10,452 square foot church building into 11 townhome units and the\nconstruction of four (4) new attached townhome units for a total of 15 for-sale townhome units\nIt is recommended that the City Council accept Final Tract Map No. 84521 and authorize the City\nClerk and staff to sign the Final Tract Map.

Waive Formal Bidding and Authorize Cooperative Purchasing to purchase access control\nsystem pursuant to Baldwin Park Municipal Code Section 34.23; and\n2. Authorize the Director of Finance to make adjustments to the appropriation and budget related\nto this acquisition; and\n3. Authorize the Chief Executive Officer to execute all required documentation for the purchase\nand installation of access control system.

9.\nReceive and File Request from Waste Management to Change Single-Family Residential Service\nDay from Thursdays to Fridays for Area North of Ramona Boulevard\nIt is recommended that the City Council receive and file this report and the attached correspondence\nfrom Waste Management requesting a service day change for single-family residential solid waste\ncollection in the area north of Ramona Blvd from Thursdays to Fridays.
