1.\nCity of Baldwin Park’s Warrants and Demands\nIt is recommended that the City Council ratify the attached Warrants and Demands Register.

10.\nAdoption of City of Baldwin Park Fee Schedule - Building and Recreation Fees\nIt is recommended that the City Council:\n1. Conduct a public hearing regarding the proposed updates to the Building and Recreation Fees;\nand\n2. Adopt Resolution No. 2025-040 approving the revised Building and Recreation Fees as part of\nthe City of Baldwin Park Fee Schedule.\nREPORTS OF OFFICERS

11.\nConsider and approve a Transit Services Agreement for Operations and Maintenance of the\nCity’s Dial-A-Ride, Micro Transit, and Fixed Route Transit Program\nIt is recommended that the City Council:\n1. Approve a 5-year Transit Services Agreement (TSA) with Transdev Services, Inc., and\nAuthorize the Mayor and City Clerk to execute the agreement; and,\n2. Authorize the Director of Public Works to execute necessary documentation to allow program\nchanges; and,\n3. Authorize the Director of Finance to appropriate an additional amount of $58,000 from Fund\n244 — Proposition A to ensure enough funds are available to fund the program at the new rate;\nand make necessary budget adjustments for FY25-26.

12.\nSelect and Approve Downtown Light Pole Banners Design\nIt is recommended that the City Council:\n1. Select a design; and\n2. Approve design for production and installation be placed on downtown light pole banners; and\n3. Authorize the Director of Finance to make necessary budget adjustments.

13.\nComparison of Baldwin Park Sanctuary Policy with Richmond Sanctuary Ordinance and Other\nRegional Ordinances\nIt is recommended that the City Council provide direction to staff regarding whether to pursue\ncodification of the existing resolution into an ordinance and whether to incorporate additional\nprovisions modeled on Richmond and other California jurisdictions.

3.\nPurchase of FileonQ with Federal Asset Forfeiture Funds.\nIt is recommended that the City Council:\n1. Approve the use of federal asset forfeiture funds for this purchase; and\n2. Authorize the Chief of Police to execute an agreement with FileOnQ; and\n3. Authorize the Director of Finance to appropriate $15,346 from the Federal Asset Forfeiture\nFunds and make necessary budget adjustment.

4.\nSecond Reading and Adoption of Ordinance No. 1520 to Incorporate Los Angeles County’s\nEmblem Program into Chapter 128 and Amend Chapter 127 and 128 to Incorporate by\nreference the County’s Title 11, Health Code, and portions of Title 8, Consumer Protections\nCode, to allow for the County to Perform Cannabis Inspections and Enforcement Actions within\nthe City; Determine that the Action is Exempt Under CEQA (Location: Citywide; Applicant:\nCity Of Baldwin Park; Case Number: AZC 2025-02)\nIt is recommended that the City Council:\n1. Find the proposed ordinance is exempt from environmental review under the California\nEnvironmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State\nCEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is\ncategorically exempt from CEQA under Guidelines Section 15061(b)(3) (Common Sense\nException) since it can be seen with certainty that there is no possibility that the ordinance will\nhave a significant effect on the environment.\n2. Waive further reading and adopt, Ordinance No. 1520, entitled, “AN ORDINANCE OF THE

5.\nConsideration to Allocate Funds for Recreational Reimbursement Program\nIt is recommended that the City Council:\n1. Approve $40,000 in Measure BP Funding for Fiscal Year 2025-2026 for the Recreational\nReimbursement Program in the amount of $40,000 for FY25-26; and\n2. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

6.\nConsideration to Allocate Funds to Provide Transportation Services for Senior Citizen Trips &\nTours\nIt is recommended that the City Council:\n1. Approve $35,000 in Measure BP Funding for Fiscal Year 2025-2026 for transportation services\nfor senior citizen trips and tours in the amount of $35,000 for FY25-26; and\n2. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.

7.\nRecommend Acceptance of the Project and Authorize the Filing of a Notice of Completion for\nCity Project No. CIP 24-001-55027 Morgan Park Restroom Improvements\nIt is recommended that the City Council:\n1. Accept the construction improvements by Corral Construction Development, Inc. of\nCommerce, CA in the amount of $422,632 and authorize the recordation of a Notice of\nCompletion; and\n2. Authorize the payment of $21,132 in retention funds to Corral Construction Development, Inc.\nPUBLIC HEARING

8.\nIntroduce for First Reading Ordinance No. 1519 Adopting the 2025 California Building Code,\n2025 California Residential Code, 2025 California Existing Building Code, 2025 California\nMechanical Code, 2025 California Plumbing Code, 2025 California Electrical Code, 2025\nCalifornia Green Building Standards Code, 2025 California Energy Code, 2025 California\nWildland-Urban Interface Code, 2025 California Historical Code, 2025 California Reference\nStandards Code, 2025 California Fire Code, and 2026 Los Angeles County Fire Code\nIt is recommended that the City Council:\n1. Conduct a Public Hearing, and\n2.
