3.\nSecond Reading and Adoption of Ordinance No. 1525 Amending Chapter 153, Part 11 of the\nBaldwin Park Municipal Code Relating to Accessory Dwelling Units and Junior Accessory\nDwelling Units In Response to Changes in State Law, Amending in its Entirety Chapter 153,\nSection 153.135 Relating to Objective Design Standards and Finding the Action to be Statutorily\nExempt from CEQA Under Section 21080.17 of the Public Resources Code (Location: Citywide;\nApplicant: City of Baldwin Park; Case Number: AZC 25-01)\nIt is recommended that the City Council waive further reading and adopt Ordinance No. 1525 entitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA\nAMENDING IN ITS ENTIRETY, THE BALDWIN PARK MUNICIPAL CODE, TITLE XV, LAND\nUSAGE, CHAPTER 153, PART 11 (ACCESSORY DWELLING UNITS AND JUNIOR\nACCESSORY DWELLING UNITS) TO BE IN COMPLIANCE WITH STATE LAW REGARDING\nACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS,\nAMENDING IN ITS ENTIRETY CHAPTER 153, SECTION 153.135 (OBJECTIVE DESIGN\nSTANDARDS), AND FINDING THE ACTION TO BE STATUTORILY EXEMPT FROM CEQA\nUNDER PUBLIC RESOURCES CODE § 21080.17”

4.\nApproval of Standardized City Logo and Authorization to Implement Across City Signage and\nAssets\nIt is recommended that the City Council:\n1. Approve the adoption of a standardized City logo and direct staff to implement its use across all\nCity departments, signage, facilities, and materials as part of ongoing maintenance and capital\nimprovement efforts.; and,\n2. Authorize the Director of Finance to appropriate $32,360.00 from Measure R Local Return\nFund 254; and,\n3. Authorize the Director of Public Works or his designee to prepare necessary documentation to\nexecute the project.

5.\nApprove Change Order (Amend Contract) with Gentry Brothers, Inc. for FY 26 CDBG\nSidewalk Replacement Project (CIP No. 26-005-55047)\nIt is recommended that the City Council:\n1. Approve the construction change order (contract amendment) for the FY 26 CDBG Sidewalk\nReplacement Project (CIP No. 26-005-55047) with Gentry Brothers, Inc. in the amount of\n$407,000; and\n2. Authorize the Director of Public Works to execute the Construction Contract Change Order;\nand\n3. Authorize the Director of Finance to make appropriations and budget adjustments as necessary.

6.\nAward of Contract for Citywide Landscape Maintenance Services to Mariposa Landscapes, Inc.\nIt is recommended that the City Council:\n1. Approve a 6-year and 2-month Maintenance Service Agreement with Mariposa Landscapes,\nInc. in an annual amount of $ 222,276.00 for monthly landscape maintenance services; and\n2. Approve an additional $91,500.00 per fiscal year to address unforeseen “Extra Work,” defined\nas services beyond the established Scope of Services for all locations. This may include, but is\nnot limited to, repairs and improvements at center medians, SGR Greenway, Zócalo Park, and\nother City properties identified in the RFP, for the following:\no $34,000 for non-routine work (e.g., irrigation repairs and replanting on an as-needed\nbasis)\no $57,500.00 for material and supplies ( e.g., irrigation parts, plants, trees, hardscape\nmaterial, etc.)\n3. Authorize the Mayor and City clerk to execute the contract with Mariposa Landscapes, Inc, for\nlandscape maintenance services; and,\n4. Authorize the Director of Finance to appropriate $41,258.50 for FY 2025-26 and $139,000.00\nfor FY 2026-27 from Fund #110 Measure BP Fund as recommended by Stakeholders Oversight\nCommittee on 10-7-2025 and to make necessary budget adjustments for the length of the\nAgreement for FY2026-2032 Citywide Landscape Maintenance Services; and,\n5. 7.\nApproval of the 2026 Annual Report for Military Equipment\nIt is recommended that the City Council:\n1. Approve the 2026 Annual Military Equipment Report and the updated inventory of military\nequipment.\n2. Approve the proposed updates to the Military Equipment Use Policy (Exhibit A) to reflect\nnewly acquired equipment, retired equipment, and equipment pending delivery\n3. Authorize the Chief of Police to expend up to $10,000 from the remaining FY 2025-26 SWAT\noperational equipment budget for the purchase of chemical munitions, noise flash diversionary\ndevices, and related delivery systems as identified in the 2026 Annual Military Equipment\nReport.\n4. Authorize the Director of Finance to make the appropriation and necessary budget adjustments.
