RESOLUTION NO. _____-2025 TO INITIATE PROCEEDINGS TO REAFFIRM THE LEVY AND\nCOLLECTION OF ANNUAL ASSESSMENTS AND ORDERING THE CITY ENGINEER TO\nPREPARE AN ENGINEER’S REPORT FOR LANDSCAPING ASSESSMENT DISTRICT #1,\nSTREET MAINTENANCE ASSESSMENT DISTRICT #1, STREET LIGHTING ASSESSMENT\nDISTRICT #1, AND FLOOD CONTROL ASSESSMENT DISTRICT #1\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve Resolution No. _____-2025 and Initiate proceedings to reaffirm the levy and\ncollection of annual property tax roll assessments for Fiscal Year 2025/2026 and;\n2. Order the Consulting City Engineer to prepare an Engineer’s Report for Landscaping\nAssessment District #1, Street Maintenance Assessment District #1, Street Lighting\nAssessment District #1, and Flood Control Assessment District #1.\n3. Set the date, time, and location of the public hearing for the reaffirmation of the annual\nproperty tax roll assessments for Tuesday, July 15, 2025, at 7:00 p.m. at 220 E. Mountain\nView St., Barstow, CA 92311.\n4. Direct the City Clerk to publish a Notice of Public Hearing in a local newspaper of general\ncirculation and, waive the full reading.

THE UNITED STATES VETERANS SUPPORT GROUP INC., A NONPROFIT ORGANIZATION,\nHAS SUBMITTED A COMMUNITY PROMOTIONAL FUND (MEASURE Q) APPLICATION\nREQUESTING IN-KIND FINANCIAL ASSISTANCE FROM THE CITY IN THE AMOUNT OF\n$400 TO HELP OFFSET FACILITY COSTS ASSOCIATED WITH HOSTING ITS ANNUAL KIDS\nFUN DAY EVENT ON SATURDAY, JULY 19, 2025, AT DANA PARK.\nRecommended Action:\nStaff recommends that the City Council approve an in-kind donation valued at $400 to The United\nStates Veterans Support Group Inc., a nonprofit organization, to assist with facility use fees for\nthe Annual Kids Fun Day Event scheduled for Saturday, July 19, 2025, at Dana Park.

WHILE\nHD FAMILY EVENTS IS NOT CURRENTLY RECOGNIZED AS A 501(C)(3) NONPROFIT\nORGANIZATION, THEY HAVE SUBMITTED AN APPLICATION TO THE IRS AND ARE\nAWAITING FORMAL APPROVAL. THE EVENT IS INTENDED TO PROVIDE A COMMUNITY\nBENEFIT BY SUPPORTING LOCAL VENDORS AND OFFERING A FREE, FAMILYFRIENDLY PUBLIC GATHERING.\nRecommended Action:\nThat the City Council approve an in-kind donation valued at $350.10 to the HD Family Events to\nassist with Temporary Use Permit and water fees for the Summer Markets in Barstow Event on\nSunday, July 6, 2025, and Sunday, August 10, 2025 at Foglesong Park.

ADOPT RESOLUTION XX-2025 TO REPEAL AND REPLACE RESOLUTION NO. 5010-2020\nREGARDING VEHICLE MILES TRAVELED THRESHOLDS OF SIGNIFICANCE FOR\nANALYZING TRANSPORTATION IMPACTS UNDER THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT TO CORRECT CLERICAL ERROR\nRecommended Action:\nAdopt a Resolution No XX-2025 to repeal and replace Resolution No. 5010-2020 to correct a\nclerical error in the Vehicle Miles Traveled (VMT) threshold language to determine the\nsignificance of a project’s environmental effects, consistent with adopted County thresholds and\nintent of the Resolution No. 5010-2020.

CONSIDERATION OF APPROVAL OF THE FISCAL YEAR 2025/2026 PROPOSED\nOPERATING AND CAPITAL IMPROVEMENT BUDGET, APPROPRIATIONS LIMIT,\nINVESTMENT POLICY, AND THE PUBLICLY AVAILABLE PAY SCHEDULE FOR BUDGETED\nPOSITIONS AND NEWLY ADDED POSITIONS\nRecommended Action:\nThat the City Council and Barstow Fire Protection District Board take the following actions:\n1. That City Council approve the Fiscal Year 2025/2026 Proposed Operating and Capital\nImprovement Budget for the City in the amount of $68,156,966 and adopt the attached Joint\nResolution No. XXXX-2025 (Attachment B), approving the Proposed Budget (Attachment A),\nincluding any City Council amendments (if any), and excluding the Barstow Fire Protection\nDistrict Budget – Fund 225, and waive the full reading.\n2. That the Fire Protection District Board approve and adopt a preliminary budget for the\nBarstow Fire Protection District in the amount $6,538,500 and adopt the attached Joint\nResolution No. XXXX-2025 (Attachment B), approving and adopting the preliminary Budget\n(Attachment A) as submitted pursuant to Health & Safety Code Section 13893(a)(1) and\nwaive the full reading.\n3. Approve the annual 2025/2026 appropriations limit, which is calculated using the change in\nthe growth in California personal income and the change in population growth of the\nCity/County, which are determined by the State of California, and adopt City of Barstow\nResolution No. XXXX-2025, and BFPD Resolution No. XXXX-2025, establishing the\nappropriations limit for Fiscal Year 2025/2026, by title only and waive the reading.\n4. That the City Council adopt Resolution No. XXXX-2025 approving the publicly available pay\nschedule (PAPS) (Attachment C)\n5. That the City Council Adopt the Investment Policy and Resolution No. XXXX-2025 of the City\nof Barstow for FY 2025/2026.\n6. FIRST READING AND INTRODUCTION OF AN ORDINANCE ADDING CHAPTER 9.74, AND\nAMENDING SECTIONS 19.14.030, 19.16.020, AND 19.16.030 OF THE BARSTOW\nMUNICIPAL CODE REGARDING SMOKE SHOPS AND TOBACCO STORES\nRecommended Action:\nThat the City Council continue the public hearing to July 15, 2025, and on July 15, 2025, to\nconsider the introduction of Ordinance No. XXXX-2025 limiting the proliferation of Smoke Shops\nand Tobacco Stores with the City of Barstow and amending the Barstow Municipal Code to add a\nnew chapter 9.74 and update sections 19.14.030, 19.16.020, and 19.16.030 of the Zoning\nOrdinance of the City of Barstow.

18. REVIEW THE CITY’S MILITARY EQUIPMENT ANNUAL REPORT AND ADOPT RESOLUTION\nNO. XXXX-2025 TO RENEW ORDINANCE NO. 989-2022, APPROVING THE CITY’S MILITARY\nEQUIPMENT POLICY, AS REQUIRED BY CALIFORNIA GOVERNMENT CODE SECTION\n7070. THE BARSTOW POLICE DEPARTMENT IS COMMITTED TO TRANSPARENCY,\nPUBLIC TRUST, COMMUNITY PARTNERSHIPS, AND COMPLIANCE WITH LEGAL\nREQUIREMENTS.\nRecommended Action:\nThat the City Council approve the 2024 Military Equipment Annual Report and adopt Resolution\nNo.XXXX-2025 renewing Ordinance No. 989-2022, which approved the Department’s military\nequipment funding, acquisition, and use policy pursuant to Assembly Bill 481. The renewal of the\nproposed ordinance is exempt from review under the California Environmental Quality Act\n(“CEQA”), per CEQA Guidelines Section 15378(b)(2,5).
